“If you or an elderly relative have been hospitalized recently and noticed extra attention when the time came to be discharged, there’s more to it than good customer service.
Starting Monday, Medicare will fine hospitals that have too many patients readmitted within 30 days of discharge due to complications. The penalties are part of a broader push under President Barack Obama’s health care law to improve quality while also trying to cut costs.
About two-thirds of the hospitals serving Medicare patients, or some 2,200 facilities, will be hit with penalties averaging around $125,000 per facility this coming year, according to government estimates.
Data to assess the penalties have been collected and crunched, and Medicare has shared the results with individual hospitals. Medicare plans to post details online later and people can look up how their community hospitals performed.
It adds up to a new way of doing business for hospitals, and they have scrambled to prepare for well over a year. They are working on ways to improve communication with rehabilitation centers and doctors who follow patients after they’re released, as well as connecting individually with patients.
“There is a lot of activity at the hospital level to straighten out our internal processes,” said Nancy Foster, vice president for quality and safety at the American Hospital Association. “We are also spreading our wings a little and reaching outside the hospital, to the extent that we can, to make sure patients are getting the ongoing treatment they need.”
Still, industry officials say they have misgivings about being held liable for circumstances beyond their control. They also complain that facilities serving low-income people, including many major teaching hospitals, are much more likely to be fined, raising questions of fairness.
Consumer advocates say Medicare’s nudge to hospitals is long overdue and not nearly stiff enough.
For the first year, the penalty is capped at 1 percent of a hospital’s Medicare payments. The overwhelming majority of penalized facilities will pay less. Also, for now, hospitals are only being measured on three medical conditions: heart attacks, heart failure and pneumonia.
Under the health care law, the penalties gradually will rise until 3 percent of Medicare payments to hospitals are at risk.”

When George Bush became president in January 2001, the unemployment rate in NC was 4.5 percent.
When the Democrats took control of both houses of congress in January 2007, the unemployment rate in NC was 4.7 percent.
When Obama took control of the White House in January 2009, the unemployment rate in NC was 9.0 percent. In November 2008 it was 7.8 percent.
Before the Republicans took control of the House of Representatives in January 2011, the unemployment rate hit a high of 11.4 percent in NC.
The stated unemployment rate is currently 9.7 percent in NC.
The National Labor Force Participation Rate is 63.5 percent, a record low.
The North Carolina Labor Force Participation Rate is 62.0 percent.

Promises made during the heat of an election campaign sometimes come back to haunt politicians.
The campaign of former Massachusetts governor Mitt Romney is trying to nail President Obama for making an iffy promise during the 2008 campaign — that premiums will be $2,500 lower under his health care plan. Instead, the Romney campaign argues in an effort to create a viral Facebook post, the swing has gone $4,893 the other way.
The Romney graphic is false on several levels, though Obama certainly left himself open to scrutiny with imprecise language in the 2008 campaign. Let’s take a look.
The Facts
The Romney campaign cites a statement from a 2007 speech by Obama, but it’s a pledge that was repeated often: “When I am president, we will have universal health care in this country by the end of my first term in office. It’s a plan that will cover every American and cut the cost of a typical family’s premiums by $2,500 a year.”
This particular quote is not very clear on when the savings would be realized, but in another speech, in 2008, Obama suggested it would be at the end of his first term — though to be fair, it is not clear if he is talking about the savings or enacting a new health care law:
“In an Obama administration, we’ll lower premiums by up to $2,500 for a typical family per year. And we’ll do it by investing in disease prevention, not just disease management; by investing in a paperless health care system to reduce administrative costs; and by covering every single American and making sure that they can take their health care with them if they lose their job. We’ll also reduce costs for business and their workers by picking up the tab for some of the most expensive illnesses. And we won’t do all this twenty years from now, or ten years from now. We’ll do it by the end of my first term as President of the United States.”
“Combining all of these effects — from improved health IT [information technology], better disease management, reduced insurance overhead, reinsurance, and reduced uncompensated care — under our “best-guess” assumptions, we estimate that businesses will save $140 billion annually in insurance premiums. The typical family will save $2500 per year.”
But note that Obama’s pledge came with an asterisk: He was not saying premiums would fall by that amount, as the Romney graphic asserts, but that costs would be that much lower than anticipated. In other words, if premiums were expected to rise by $5,000, they would only rise by $2,500 — that’s what Obama’s pledge meant, even if he was not too clear about it.
Michael Dobbs, our predecessor as The Fact Checker, awarded Obama Two Pinocchios for the pledge, saying it was based on shaky assumptions (such as a Rand Corp. study that was criticized by the Congressional Budget Office) and there was no guarantee that any savings would be passed on to consumers. Our colleagues at FactCheck.org also thought Obama’s pledge was highly dubious.
Of course, once Obama became president, the health care proposal he advocated as a candidate was significantly changed, even to the point of accepting the individual mandate that he had so criticized when Hillary Rodham Clinton promoted it. But the White House more or less stuck to the idea that costs would not rise as quickly as previously estimated — except that it would result in $2,000 in savings by 2019. (Recall also that the health care law will not be implemented until 2014, making a first-term pledge problematic.)
Now, let’s look at what the Romney campaign has done with the pledge. First, it assumes that Obama was saying that premiums would actually decline by $2,500, rather than decline from a projected increase. Then, it takes the 2011 Kaiser Family Foundation survey estimate (Exhibit 1.11) and subtracts the cost of a 2008 family premium ($12,680) from the cost of a 2011 premium ($15,073). Viola, an increase of $2,393—and a promise gap of $4,893.
The Romney campaign’s math is nonsensical. First of all, the Kaiser survey is conducted from January to May each year, so starting with the 2008 date makes little sense, since that is still George W. Bush’s term. Then the health care law was not passed until 2010, so the first year in which any impact could be seen from the law was in 2011.
But, as the Kaiser report notes, most of the provisions of the new law will not take effect in 2014. Thus far, other provisions, such as providing coverage for adult children up to age 26, appear to have had a modest impact on premiums–perhaps 1 to 2 percentage points. (The White House disputes even that effect.) Still, the full effect on premiums — including any possible savings — will not be seen until the law is completely implemented.
We had previously given the Republican National Committee Three Pinocchios for an ad that had focused on the single data point — the increase in premiums from 2010 to 2011 — and blamed all of the increase on the health care law. Now the Romney campaign has quadrupled the same error in an effort to claim that “health premium costs are $4,893 higher per family than President Obama promised.”
The Pinocchio Test
Obama in 2008 made a foolish, dubious pledge about health care premiums. As we have noted, he will have to answer to Americans if his law fails to live up to that promise by 2019 or if people feel misled by his lawyerly wording. He was warned when he got Two Pinocchios back in 2008.
But two wrongs don’t make a right. The Romney campaign has twisted the meaning of that pledge, and then blamed a partially implemented, one-year-old law for three years of premium increases, in order to concoct an absurd claim.

A recent survey indicated that 15 % of Democrats believe that the economy is bad. Perhaps they selected a sample of mostly young and uneducated folks.
I just asked a classicly liberal older gentleman about his impression of the economy and he gave me an honest answer. He described it with emphasis as extremely bad.
Economic growth figures are frightening, the stated unemployment rate is the worst on record for months above 8 percent and the Labor Force Participation Rate has hit record lows. That is, the only reason that the unemployment rate is 8.1 percent instead of 11.1 percent or higher is because so many people have left the labor force.

I spoke to a young man a few days ago. He is employed in IT. He is supporting Obama and the Democrats and is obviously brainwashed. I do not exaggerate. Just as the folks in Nazi Germany and “1984” were constantly bombarded with the big lies, the young and ignorant are in this country.
He believed that the economy was better and that Obama had created jobs. I reminded him that the Democrats took control of both houses in January 2007 and that the unemployment rate where we stood is 10.2 percent. He did not know that. I explained that we were still in the worst economy since the great depression.

In a debate with Sen. John McCain, for example, Obama said “the only thing we’re going to try to do is lower costs so that those cost savings are passed onto you. And we estimate we can cut the average family’s premium by about $2,500 per year.”
At a campaign stop in Columbus, Ohio, in February 2008, Obama promised that “We are going to work with you to lower your premiums by $2,500. We will not wait 20 years from now to do it, or 10 years from now to do it. We will do it by the end of my first term as president.”
2008 Promises, 2012 Reality
To back that up, Obama pointed to a memo drafted by Harvard professors (and unpaid campaign advisers), which claimed that investing in health care IT, cutting administrative bloat, and improving management of chronic diseases would cut health costs by $140 billion a year. That would translate into $2,500 in premium savings for families.
But those projections were wildly optimistic, overestimating potential savings from IT, making big assumptions about disease management, and ignoring the fact that past government interventions have always increased health care administrative costs.
Meanwhile, the health reform law Obama signed in March 2010 has pushed up insurance costs.
In 2011, premiums spiked 9.5%, and many in the industry blame ObamaCare for at least part of it. Premiums climbed another 4.5% in 2012, Kaiser found.
And ObamaCare will continue to fuel health premium inflation.
First, the law piles on new coverage mandates. It requires insurance companies to provide 100% coverage for various types of preventive care, bans lifetime coverage limits, extends parents’ coverage to offspring up to 26 years old, and requires plans to meet certain “medical loss ratios.” Coming up are rules on “essential standard benefits,” limits on deductibles, bans on annual spending caps, and much more.”

Department of racial bias in its decision to not prosecute a voter
intimidation case involving the New Black Panther Party, said Tony West’s
promotion from assistant attorney general for the Civil Division to acting
associate attorney general is one more step toward letting radicals run the
Justice Department.”

Beginning in January 2009, when Obama took control of the White House and Justice Department, he began using USDOJ attorneys, at taxpayer expense, to prevent his birth, college and other records from being released. Prior to then Obama used Robert Bauer of Perkins Coie to keep his records hidden. Tony West is one of those USDOJ attorneys. See list below.
On January 21, 2009 retired Naval Commander Charles Kerchner, represented by attorney Mario Appuzo, filed a lawsuit against Barack Obama challenging his eligibility for the presidency. “Obama has sealed most of his important documents that would shed light on his true identity and the main stream media has not challenged him as to why he did so.”
The case was subsequently appealed. A response was given by USDOJ attorneys on March 8, 2010. Tony West was listed at the top of the list. “Plaintiffs’
alleged grievances regarding President Obama’s constitutional
qualifications reflect a generalized interest in the proper
administration of the law “shared by all the American people,”
App. 10, not a concrete injury particular to plaintiffs. The
Supreme Court has repeatedly held that Article III standing may
not be predicated on such injury. Plaintiffs’ attempts to
aggrandize their harms, based on oaths they have taken to support
to the Constitution, their heightened interest in constitutional
principles, or the possibility of future military service, fail.”
Tony West appeared before the House Judiciary committee on June 24, 2010. “One of this Subcommittee’s duties and obligations is to oversee the activities of the various components of the Department of Justice over which the Subcommittee has jurisdiction.” “I thank Assistant Attorney General Tony West of California and points west, the head of the Civil Division, for appearing before us today and to report on the division’s recent activities.” As you can already see, this is like questioning the fox on recent activity in the hen house.

Chicago Pay to Play Politics.
Obama’s use of Tony West, a friend and fundraiser, to assist him, in cooperation with other USDOJ attorneys, in eligibility lawsuits and in keeping his records hidden, is a clear conflict of interest. This was further exacerbated by West representing the USDOJ before the House Judiciary Committee on June 24, 2010. Obama’s nomination of Tony West to a full time position as the number 3 position in the USDOJ is a clear case of Obama’s continued Chicago pay to play politics of reward your crony, put them in a power position and use them to protect and further your agenda.
Our checks and balances have been destroyed by the Obama camp. We no longer have a viable US Justice Department. Congress and the Judiciary Committee have failed to do their job and we have the most corrupt person ever to occupy the White House.
We cannot immediately remove members of congress or the Judiciary Committee, but we can contact them, voice our disgust and let them know that history will not view them kindly. The members of the Judiciary Committee can be found in the document below.

“How exactly did Barack Obama pay for his Harvard Law School education?
The way the Obama campaign has answered the question was simply hard work and student loans.
But new questions have been raised about Obama’s student loans and Obama’s ties to a radical Muslim activist who reportedly was raising money for Obama’s Harvard studies during the years 1988 to 1991.
The allegations first surfaced in late March, when former Manhattan Borough president Percy Sutton told a New York cable channel that a former business partner who was “raising money” for Obama had approached him in 1988 to help Obama get into Harvard Law School.
In the interview, Sutton says he first heard of Obama about twenty years ago from Khalid Al-Mansour, a Black Muslim and Black Nationalist who was a “mentor” to the founders of the Black Panther party at the time the party was founded in the early 1960s.
Sutton described al-Mansour as advisor to “one of the world’s richest men,” Saudi prince Alwaleed bin Talal.
Prince Alwaleed catapulted to fame in the United States after the September 11 attacks, when New York mayor Rudy Guiliani refused his $10 million check to help rebuild Manhattan, because the Saudi prince hinted publicly that America’s pro-Israel policies were to blame for the attacks.
Sutton knew Al-Mansour well, since the two men had been business partners and served on several corporate boards together.
As Sutton remembered, Al-Mansour was raising money for Obama’s education and seeking recommendations for him to attend Harvard Law School.
“I was introduced to (Obama) by a friend who was raising money for him,” Sutton told NY1 city hall reporter Dominic Carter. “The friend’s name is Dr. Khalid al-Mansour, from Texas.”
Obama spokesman Ben LaBolt told Newsmax that Sutton’s account was “bogus” and a “fabrication that has been retracted” by a spokesman for the Sutton family.
He referred Newsmax to a pro-Obama blog published on Politico.com by reporter Ben Smith.
In a September 3 blog entry, Smith wrote that “a spokesman for Sutton’s family, Kevin Wardally” said that Sutton had been mistaken when he made those comments about Obama and Khalid Al-Mansour.
Smith suggested the retraction “put the [Obama/Al-Mansour] story to rest for good.”
Wardally told Smith that the “information Mr. Percy Sutton imported [sic] on March 25 in a NY1 News interview regarding his connection to Barack Obama is inaccurate. As best as our family and the Chairman’s closest friends can tell, Mr. Sutton, now 86 years of age, misspoke in describing certain details and events in that television interview.”
Asked which parts of Percy Sutton’s statements were a “fabrication,” LaBolt said “all of it. Al Mansour doesn’t know Obama. And Sutton’s spokesman retracted the story. The letter [to Harvard, which Percy Sutton says he wrote on behalf of Obama], the ‘payments for loans’ — all of it, not true,” he added.
Newsmax contacted the Sutton family and they categorically denied Wardally’s claims to Smith and the Politico.com. So there was no retraction of Sutton’s original interview, during which he revealed that Khalid Al-Mansour was “raising money” for Obama and had asked Sutton to write a letter of recommendation for Obama to help him get accepted at Harvard Law School.
Sutton’s personal assistant told Newsmax that neither Mr. Sutton or his family had ever heard of Kevin Wardally.
”Who is this person?” asked Sutton’s assistant, Karen Malone.
When told that he portrayed himself as a “spokesman” for the family, Malone told Newsmax, “Well, he’s not.”
According to a 2006 New York magazine profile, Wardally is part of a “New New Guard” in Harlem politics that has been challenging the “lions” of the old guard, Charles Rangel and Percy Sutton. That makes him an unlikely candidate to speak on behalf of Sutton.
Sutton maintains an office at the Manhattan headquarters of the firm he founded, Inner City Broadcasting Corporation. ICBC owns New York radio stations WBLS and WLIB.
Sutton’s son Pierre (“Pepe”) runs ICBC along with his daughter, Keisha Sutton-James. Malone told Newsmax that she had consulted with Sutton’s family members at the station and confirmed that no one knew Kevin Wardally or had authorized him to speak on behalf of the family.
For someone claiming to be a “spokesman” for the Sutton family, who was authorized to call Percy Sutton a liar, Wardally even got Percy Sutton’s age wrong.
Sutton is not 86, as Wardally said, but close to 88. He was born on Nov. 24, 1920.
Wardally responded to a several Newsmax phone messages and emails with a terse one-line comment, maintaining his statement that Percy Sutton “misspoke” in the television interview.
“I believe the statement speaks for itself and the Sutton Family and I have nothing further to say on the topic,” he wrote in an email.
Asked to explain why it was that no one at Inner City Broadcasting Corp. knew of him or accepted him as a family spokesman, Wardally responded later that he had been retained by a nephew of the elder Sutton, who “is in our office almost every week.”
Wardally works for Bill Lynch Associations, a Harlem political consulting firm. The nephew, Chuck Sutton, no longer works with the elder Sutton at Inner City Broadcasting, but for a high-tech start-up called Synematics.
“Percy Sutton doesn’t go out idly on television saying things he doesn’t mean,” a well-connected black entrepreneur who knows Sutton told Newsmax.
Ben LaBolt’s claim that “Al Mansour doesn’t know Obama” was contradicted by Al Mansour himself in an extended interview with Newsmax.
Comparing the revelation of his ties to Obama to the controversy surrounding Rev. Jeremiah Wright, Al Mansour said that he was determined to keep a low profile to avoid embarrassing Obama.
“In respect to Mr. Obama, I have told him, because so many people are running after him… I was determined that I was never going to be in that situation,” he told Newsmax.
Al Mansour said he was deliberately avoiding any contact with the candidate. “I’m not involved in any way in celebrity sweepstakes,” he said. “I wish him well, anything I can do if he lets me know, I’ll let him know what I think I can do or can’t. But I don’t collect autographs. I wish him the best, and hope he can win the election.”
He repeatedly declined to comment on the Percy Sutton allegations, either to confirm or to deny them.
“Any statement that I make would only further the activity which is not in the interest of Barack, not in the interest of Percy, not in the interest of anyone,” Al Mansour said.
Unanswered Questions
Sen. Obama has refused to instruct Harvard Law School to release any information about his time there as a student, or about his student loans.
Newsmax contacted the Dean of Students, the Director of Student Financial Services, the Registrar, and the Bursar of Harvard Law School. None would provide any specific information on Barack Obama’s time at Harvard, except for his dates of attendance (1988-1991) or his year of graduation, 1991.
A spokesman for the law school, Michael Armini, said it was Harvard policy not to divulge information on alumni without their approval.
“There are lots of reporters nosing around the library,” he acknowledged. So far, none had turned up any new information.
Law professors Lawrence Tribe and Charles Ogletree have both said publicly that they were “impressed” by Obama when he was a student.
Sources close to the Sutton family told Newsmax that Percy Sutton wrote a letter of recommendation for Obama to Ogletree at Khalid Al-Mansour’s request, but Ogletree declined to answer Newsmax questions about this.”
Obama attended Occidental College on a full scholarship that was not merit or athletic.

cultivate stronger ties to America’s blacks by supporting black businesses
and black colleges and giving financial help to disadvantaged students.

Vienna. Al-Mansour urged the establishment of a fund that would provide

resignation as United Nations ambassador this summer.
“It is quite possible,” an Arab spokesman said. “However, I don’t think any
money will be given to individuals.” But he said he had also heard that
Moammar Khadafy, the leader of Libya, is planning to support black
organizations “or institutions.” The spokesman did not name any individuals
or institutions.
The question of financial aid from the Arabs could raise a few extremely
interesting questions both inside and outside the black community. If such
contributions are large and sustained, the money angle may become secondary
to the sociology and politics of such an occurrence.
What will be the response in white America to the recognition that American
blacks have influential supporters in foreign lands?
Several of my media colleagues argue that such massive support will not
come from the Arabs. But suppose it does? How many black colleges could
afford to announce they are rejecting several million dollars annually in
aid not only to their students but to the tottering colleges themselves?
And what will happen if those college boards that do accept Arab aid are
threatened with a loss of domestic support?
Of course, there is another question that focuses on how the black citizen
is viewed by the American majority. Can the average American live with the
thought of blacks being anything other than helpless — a people without
any other resources than domestic “tolerance” and charity and their own
bootstraps?
I’m not about to hazzard a guess as to what the Arabs are going to do now
that they have discovered that blacks do have an interest in the Middle
East. But I strongly suspect their advisors have made it clear that they
must do something to support those rumors.
The new black advocacy of a homeland for the Palestinians and recognition
of the Palestine Liberation Organization (PLO), has put the Arabs as well
as certain black leaders on the spot. Suppose those black leaders who
openly embraced Yasser Arafat suffer extreme shortages in financial
contributions because of their pro-Arab stands. And suppose the Arabs do
not come to their rescue.
Such a failure could cause American blacks to adopt a slogan made famous by
the Jews: “Never Again.”

Daily, in conversations with my friends, almost without fail, someone states that we are living “1984.” I am working on an article on Tort Reform, another of the big lies being spoken about by the likes of Harry Reid. Even though tort reform is not listed below, consider it a victim of Orwellian lies.
