“CHINA’S dominant offshore oil producer has completed a US$15.1 billion acquisition of Canada’s Nexen Inc, winning a key international platform for its global expansion.

The closing of China’s largest overseas takeover comes seven months after it was first announced.

CNOOC Ltd’s acquisition of Nexen, which has oil sands and shale gas in western Canada and conventional exploration and development in the North Sea and the Gulf of Mexico, will increase the Chinese firm’s production by 20 percent and its proven oil and gas reserves by 30 percent.

Yang Hua, CNOOC’s vice chairman, said Nexen was attractive because it had a diversified product portfolio and the majority of its assets were in politically stable regions.

CNOOC, which failed in its US$18.5 billion bid for Unocal Corp in 2005 due to the United States’ political opposition, started to track Nexen as a potential target the same year, Yang told Xinhua news agency.

In 2011, CNOOC acquired struggling Canadian oil sands producer OPTI, becoming a partner with Nexen in the Long Lake project in Alberta. The OPTI deal paved the way for the Nexen acquisition, Yang said.

Moody’s Investors Service said the ratings and stable outlooks of CNOOC and its parent will remain unchanged after the closing of the Nexen deal.

Senior analyst Simon Wong said the acquisition would “strengthen CNOOC Ltd’s position as one of world’s largest independent exploration and production companies and further diversify its product portfolio, in spite of its weakened credit metrics.”

Canada granted its approval in December after CNOOC agreed to various conditions. CNOOC made commitments regarding transparency, disclosure, commercial orientation, employment and capital investment that “demonstrate a long-term commitment to the development of the Canadian economy,” Canadian authorities said.

But Ottawa indicated this was the last deal of its kind it would approve by saying it wouldn’t allow foreign state companies to control the nation’s oil sands.

The Committee on Foreign Investment in the US approved the deal earlier this month, clearing the last major hurdle for the acquisition to succeed.”

Sequestration defined.

Q. What is sequestration? (Pronounced se″kwes-tra´shun)
A. Sequestration is a fiscal policy procedure adopted by Congress to deal with the federal budget deficit. It first appeared in the Gramm-Rudman-Hollings Deficit Reduction Act of 1985.

Simply put, sequestration is the cancellation of budgetary resources — an “automatic” form of spending cutback. (Learn more here.)
 Q. Why is sequestration important now?

A. The Budget Control Act of 2011 (BCA) established a 12 member Joint Select Committee on Deficit Reduction  (or “super committee”)  charged with reducing the deficit by an additional $1.2 – $1.5 trillion over ten years. The BCA also included a sequestration hammer should the super committee fail, a provision intended to “force” the super committee to act.

Despite the threat of sequestration, the super committee failed. Announcing its inability to reach an agreement on November 21, 2011, the members of the bipartisan committee stated  that “after months of hard work and intense deliberations, we have come to the conclusion today that it will not be possible to make any bipartisan agreement available to the public before the committee’s deadline.”

So, as established in the BCA, sequestration was triggered when the super committee failed to reach an agreement. Sequestration generates automatic cuts for each of nine years, FY 13-21, totaling $1.2 trillion. Sequestration was originally scheduled to take effect on Jan. 2, 2013. However, it was delayed for two months – until March 1, 2013, by the deal struck on New Year’s Eve, called the American Taxpayer Relief Act of 2012.

Now, without Congressional action to prevent sequestration, the first round of cuts will take place on March 1, 2013.

The 2013 cuts apply to “discretionary” spending and are divided between reductions to  defense ($500 billion) and non-defense ($700 billion). 

Q. What must occur in order to avoid sequestration?  


A.
 Sequestration can only be avoided if Congress passes legislation that undoes the legal requirement in the BCA and that President Obama will sign before March 1, 2013.

While advocacy efforts to prevent sequestration are beginning to spring up, the strongest efforts focus on preventing the deep cuts to defense spending.


Q. Can the Executive Branch reconfigure sequestration cuts?


A. 
No. The cuts are automatic, across-the-board reductions to all discretionary programs unless exempted by the BCA. (A list of exempt programs is available here
.) The Executive Branch will have no authority or ability to redistribute the cuts.

“The Media, Politicians and Uninformed Citizens are a Bigger Threat than Guns”

“The hyperbole, the high and mighty discussions, the knee-jerk legislative reactions surrounding the gun debate (assault on the Second Amendment) these past few months have been absolutely crazy, shortsighted, misinformed, misdirected, unconscionable and potentially dangerous. There are moves in the works to require every gun owner in New York state to carry 1 million dollars worth of liability insurance estimated to cost between $1,600 to $2,000 annually, which would mainly prevent the poor and struggling families from having access to guns for self-defense.  InWashington State a legislator was trying to require certain gun owners to allow the sheriff to inspect their homes once a year.  A lot of veterans, hundreds perhaps thousands, are receiving letters that they cannot own or process firearms, deemed incompetent without due process Even though the above attempts have strong arguments against them on Constitutional grounds (2nd, 4th, 5th, 8th, 14th), that does not make them in any way palatable.

The fact that veterans’ are having their rights taken away without due process raises another concern.  Who will say, and what standards will be used to say, a person is competent enough to own a firearm or not?  What about a person with a chronic back issue who was referred to a counselor because he or she felt a little blue and might benefit from talking with someone about dealing their new limitations?

Would Obama say this or that person is unfit to own a firearm?  (It might depend on his or her political Party registration with Obama.) 

No matter what the media and politicians around the nation are saying and trying to do, the real issue is not the Constitutional right of competent people in the United States to own firearms.  The Second Amendment my friend is a good thing, a necessary thing for everyone’s protection.

In our American tapestry, guns in the hands of competent law abiding citizens are a big net positive. They provide an effective deterrent to many types of crime (random assault, home invasion, burglary, rape, etc.).  Doesn’t it make sense that a violent predator or burglar would be much more likely to target those people (older, smaller, weaker, or disabled) who they have reason to believe are unarmed, or to target homes believed less likely to be protected by people with firearms?  Thus, having a significant portion of our responsible population armed also protects those who are not armed raising uncertainty in the mind of criminals.

Case in point, most of the recent mass killings in the news took place in venues that were expected not be adequately protected. In fact, most occurred in gun free zones, which is like putting up a sign that says ‘Look, Easy Pickings’.  (Just to note, the vast majority of violent crimes do not involve the actions of strangers. They are committed by someone know to the victim – friends, family, acquaintances.) However, the focus of this article is not primarily about guns.

It’s about politicians and media taking advantage of every crisis, real or manufactured, to further their agendas and misinform the vast majority of those who are too busy to pay close attention.  Regarding the gun issue (like they do nearly every other issue), the U.S. media consistently fails to cover the issue fairly and honestly; and most times they fail to present all the relevant facts.  When they report statistics about gun violence, they nearly always fail to even attempt to report on a number that I’m sure would dwarf the number of people killed or injured by disturbed and violent people using firearms for nefarious purposes.  This number is the number of deaths, injuries, robberies, rapes, assaults, or burglaries that did NOT occur; or where damages and injuries were reduced; or criminal activities were forced to end early because the criminal(s) were thwarted, because there was an armed victim, an armed guard, an armed civilian intervener, or common knowledge that many people in this state or neighborhood might be armed, or something as innocuous as an NRA bumper sticker on a car.

They fail to report on nations like Switzerland that requires all men 20 to 42 to own automatic rifles (their lack of gun crime) or asurvey of 9 countries gun laws and gun crime in Foreign Policy magazine that “…did not find any correlation between firearm control and ownership on the one hand and violent crime on the other….”

Sorry to use this well worn cliché, but it is very true.  When guns are outlawed, only outlaws will have guns.  Have you read the stories about it now being possible to print guns, gun magazines and gun parts with 3D printers?  These guns could be made in a way with a 3D printer as to be nearly undetectable. Now that’s a scary thought.”

“On the production floor of Beretta USA sits a hulking new barrel-making machine ready to churn out the next object of obsession in America’s love-hate relationship with guns: a civilian version of a machine gun designed for special operations forces and popularized in the video game Call of Duty.

Beretta, the nearly 500-year-old family-owned company that made one of James Bond’s firearms, has already invested more than $1 million in the machine and has planned to expand its plant further in Prince George’s County to ramp up production.

But under an assault-weapons ban that advanced late last week in the Maryland General Assembly, experts say the gun would be illegal in the state where it is produced.

Now Beretta is weighing whether the rifle line, and perhaps the company itself, should stay in a place increasingly hostile toward its products. Its iconic 9mm pistol — carried by every U.S. soldier and scores of police departments — would also be banned with its high capacity, 13-bullet magazine.

“Why expand in a place where the people who built the gun couldn’t buy it?” said Jeffrey Reh, general counsel for Beretta.”

“Within this Canadian video report you will find footage of a CNN story on Egypt and Mohammed Al Zawahiri. It was produced by well-known CNN Journalist Nick Robertson. The entire video is excellent, but the pertinent aspect is at the 1:30 mark.

In the previous thread I asked two central questions. The Second Question was:

Why would CNN [or CNNi] refuse to air the Nick Robertson report with Muhammed Al Zawahiri (brother of Ayman Al Zawahiri) that clearly shows the Egyptian uprising was 100% in response to his call for protests for release of the Blind sheik on 9-11.? Why would the “most trusted name in news“, hide the report showing the truth, and instead allow the false narrative to be sold, by them, to the American electorate?

CNN never aired the Nick Robertson report in Egypt because it completely contradicted the Obama Administration, and Hillary Clinton State Department, Egyptian assertions. In short, it proved they were lying – BIG TIME. The refusal to air the real reasoning for the Egyptian Embassy assault was intentional protection ofPresident Obama specifically orchestrated by the CNN News group. Specific, intentional, lying.

Apparently they have a history of this no-one knew about. UNTIL NOW.

Vermont, formerly a conservative state, began morphing into a liberal state in the 60’s.

I have been to Vermont multiple times. Despite being the home or college campus of many wacko liberals, I encountered quite a few normal nice people there.

Spend some time in Burlington VT or read about wackos in Brattleboro threatening to arrest Bush and Cheney (been there too) and you will get the picture.

“Editorial: Vermont leniency leads to shooting”

“Vermont has 1,000 offenders on furlough and most of them are doing fine, a probation official said this week.

But not Mikel Brady.

“Human behavior is incredibly difficult to predict, and obviously, we were really taken aback by what happened,” Bill Soule, a probation and parole district manager, told The Valley News of White River Valley, Vt. “We didn’t see it coming down the pipe. We were quite surprised.”

They should be ashamed, not surprised. Their criminal-justice system granted Brady a light sentence for a violent, sadistic crime, then released him on furlough even though he had once jumped bail and had to be chased to Mexico by federal marshals.

This time Brady ended up in North Carolina, where he allegedly shot a state trooper four times following a routine traffic stop near Durham Monday. Thank goodness, Michael Potts is recovering and Brady was arrested the next day in Raleigh.

Although he’s only 23, he has a frightening criminal history that nevertheless did not convince Vermont authorities that he posed a danger to anyone.

At 18, Brady embarked on a “two-year crime spree that police believe included more than 100 burglaries,” The Herald of Randolph (Vt.) reported in January 2011. “Crimes included … the alarming theft of enough dynamite from the Rock of Ages quarry in Bethel in August 2008, that it triggered a federal anti-terrorism investigation.”

In 2009, he and another man broke into a home looking for marijuana and cash and beat the occupants with baseball bats. One of the victims, who used medical marijuana to control pain from a previous injury, said in court that Brady cut her arm repeatedly with a knife as he demanded money.

Yet, by the time of his sentencing in January 2011, Brady had convinced even prosecutors that he was no longer a threat. The judge acknowledged she was giving him a “remarkably good deal” because he had turned his life around while in custody “to a degree that is unusual and deserving of consideration,” according to The Herald of Randolph. Only 18 months later, last June 25, he was out of prison on furlough.

Vermont authorities continued to show leniency. Brady was arrested by wildlife officials in October for attempted poaching. Despite having a loaded rifle — obviously not allowed — he was still not taken into custody. Then, when he failed to report to his probation officer, he was listed by the Vermont Department of Corrections as having escaped.

Soon afterward, he became North Carolina’s problem. He is not being treated leniently here. He’s in the Durham County jail with bond set at more than $10 million, facing serious charges.

And in Vermont, “An incident like this leaves a mark on all of us,” probation manager Soule told The Valley News.

A mark that was painfully felt in North Carolina.”

Gas prices are going back up and currently average $ 3.49 in the US. One of the biggest reasons gasoline prices have not risen further is the downturn in the US and world economies.

“Over the last month, global oil prices have declined by about 12 percent, while corn, copper, lead, cocoa and coffee have all dropped by 5 percent or more. Prices of corn, cocoa, oats, cotton, rubber, coffee, aluminum, silver, zinc and nickel are all more than 20 percent lower than a year ago.

Gasoline prices are falling precipitously, too, down nearly 20 cents over the last month alone, to a national average of $3.54 a gallon on Wednesday. That is nearly 45 cents below the high for the year reached in early April. The average household consumes 1,200 gallons of gasoline a year, so every dime shaved off the price of gas translates into a $120 annual savings, according to the Oil Price Information Service.

“The world economy is in risk of a recession and on that possibility, commodity prices weaken,” said Allen L. Sinai, chief global economist for Decision Economics, a consulting firm. “Lower inflation comes with weakening economies.”

Oil is among the commodities that have fallen in price the fastest despite continuing tensions in the Middle East and the tightening sanctions on Iran. OPEC production has been soaring in recent months because of mushrooming crude exports from Iraq, an almost total resumption of exports from Libya since the fall of the Qaddafi dictatorship, and a concerted drive by Saudi Arabia to push up production. At a meeting in Vienna on Thursday, OPEC is expected to decide to keep production steady despite weakening prices.”

The seven endangered islands in the Arctic Ocean and Bering Sea include one the size of Rhode Island and Delaware combined. The Russians are also to get the tens of thousands of square miles of oil-rich seabeds surrounding the islands. The Department of Interior estimates billions of barrels of oil are at stake.

The State Department has undertaken the giveaway in the guise of a maritime boundary agreement between Alaska and Siberia. Astoundingly, our federal government itself drew the line to put these seven Alaskan islands on the Russian side. But as an executive agreement, it could be reversed with the stroke of a pen by President Obama or Secretary Clinton.

The agreement was negotiated in total secrecy. The state of Alaska was not allowed to participate in the negotiations, nor was the public given any opportunity for comment. This is despite the fact the Alaska Legislature has passed resolutions of opposition – but the State Department doesn’t seem to care.

The imperiled Arctic Ocean islands include Wrangel, Bennett, Jeannette and Henrietta. Wrangel became American in 1881 with the landing of the U.S. Revenue Marine ship Thomas Corwin. The landing party included the famed naturalist John Muir. It is 3,000 square miles in size.

Northwest of Wrangel are the DeLong Islands, named for George Washington DeLong, the captain of USS Jeannette. Also in 1881, he discovered and claimed these three islands for the United States. He named them for the voyage co-sponsor, New York City newspaper publisher James Gordon Bennett. The ship’s crew received a hero’s welcome back in Washington, and Congress awarded them gold medals.

In the Bering Sea at the far west end of the Aleutian chain are Copper Island, Sea Lion Rock and Sea Otter Rock. They were ceded to the U.S. in Seward’s 1867 treaty with Russia.

Now is the time for the Obama administration to stand up for U.S. and Alaskan rights and invaluable resources. The State Department’s maritime agreement is a loser – it gives us nothing in return for giving up Alaska’s sovereign territory and invaluable resources. We won the Cold War and should start acting like it.”

“When President Barack Obama blocked the Keystone Pipeline, Republicans said the move would encourage Canada to pursue oil deals with China instead of the United States and cede a massive chunk of North American oil assets to the communist nation.

Now, with China’s state-run oil company CNOOC poised to cut a $15.1 billion deal–the largest ever foreign acquisition for a Chinese company–with Canadian oil company Nexen, Sen. Charles Schumer (D-NY) and Rep. Nancy Pelosi (D-CA) are in full backpedal mode.

In a draft letter to the Committee on Foreign Investment in the United States (CFIUS), Sen. Schumer writes:

I respectfully urge you, in your capacity as chairman of the Committee on Foreign Investment in the United States (CFIUS), to withhold approval of this transaction to ensure U.S. companies reciprocal treatment.

Similarly, Rep. Pelosi is now sounding alarms of concern. In a statement, Pelosi spokesperson Drew Hamill said:

This deal prompts great concern about the Chinese government’s continued attempts to use its state-owned enterprises to acquire global energy resources.

Saying “I told you so” offers little solace to concerned Republican lawmakers.”
