On an annual basis, most students will pay about $500 to $700 more in 2012-13, depending on the campus.”

I was preparing an article on the impact of Obamacare on consumer spending.

Before beginning to write the article, the material expanded so much as to require a multi part series.

So many lies, so little time to expose.

Living in NC, and as sick of the non stop political ads as anyone, I still find my jaw dropping every time I hear the Hagan ad accuse Tillis of Medicare cuts.

Kay Hagan helped Obama pass Obamacare.

Money that had previously gone to Medicare Advantage Plans has been redirected to Obamacare.

“One of the most troubling aspects of President Obama’s takeover of health care is the more than $200 billion in cuts that Obamacare is taking from the Medicare Advantage (MA) program – a program that over 15 million seniors and individuals with disabilities have chosen to enroll in across the United States. As of January 2014, Ohio had over 763,797 enrollees in the MA program and roughly 38,766 of those enrollees reside in Eastern and Southeastern Ohio. This administration must stop these cuts to the MA program from happening if they want to protect the well-being of seniors across the country.

Last year, Medicare Advantage beneficiaries learned of a 6.7 percent rate cut that would hit their health care plans in 2014. These cuts are already being felt by seniors as access to doctors becomes more limited, and out-of-pocket payments increase. I recently experienced firsthand what these cuts mean for those living in Ohio when a number of local physicians had their practices dropped from participation in MA plans, forcing seniors to switch plans or leave their long-term physicians.

Doctors throughout my district have expressed their deep concerns over the serious impact these cuts will have on their practices, and their patients. Seniors in Eastern and Southeastern Ohio are losing access to their doctors and seeing an increase in their premiums. Some patients are being forced to leave their doctors mid-treatment. This is unacceptable, especially when 9 out of 10 beneficiaries believe their MA plan helps them live a healthier life.”

“And yet, this month, the Centers for Medicare and Medicaid Services (CMS) is planning to issue a second MA rate cut for 2015, slashing an additional 6.5 percent from these senior plans. In addition to this, seniors enrolled in MA could see between $420 and $900 in benefit reductions next year. Those seniors, who have not yet experienced the disruptions of the first cut, are sure to with the second – MA plans will soon face a total rate cut of 13 percent.”

“Blue Cross and Blue Shield of North Carolina will drop its Blue Medicare HMO standard and Blue Medicare HMO Enhanced plan products in 11 North Carolina counties in 2015, affecting 50,000 beneficiaries statewide.

The counties include: Alamance, Davidson, Forsyth, Iredell, Rowan, Stokes, Surry, Wake, Wilkes and Yadkin, which makes up about one-third of BCBSNC’s Medicare Advantage population, said Michelle Douglas, public relations manager for BCBSNC.

Under HMO plans, beneficiaries generally must get care from within the plan’s network as opposed to PPO plans, which contracts with a network of preferred providers to which the beneficiary can choose.

Mary Snider, a BCBSNC customer who lives in Davidson County, said she received a letter this week that said her Blue Medicare HMO enhanced coverage would no longer be available.

According to the letter, if Snider does not take action before Dec. 31 on selecting a new plan, she will lose prescription drug coverage and only have Original Medicare beginning Jan. 1.

“This is a shock to everybody,” Snider said. “We wish they still offered (the old plans.)”

Snider said her monthly premium for Blue Medicare HMO Enhanced was $18.90 per month, which is confirmed by Centers for Medicare and Medicaid Services (CMS) data.

The BCBSNC letter does not outline the new plan offerings or specifics because they are not made public until Oct. 1.
However, according to CMS data that shows approved plan premiums for 2015, the only available HMO plan with drug coverage from BCBSNC in Davidson County is set to increase by just over three times Snider’s current premium, to $63.50 per month.

“There are some people out here who choose between health care and food,” she said about potential price increases. “If you’re caught in the middle, there’s nothing you can do.””

Kathleen Shapley-Quinn and Nurse Karen Saxer were knowingly and willingly falsifying patient medical records.”
“At the request of some patients, Alamance County Health Department provided work notes and prescriptions in alias names. Providing these services would assist illegal aliens with maintaining assumed or stolen identities, which may be a violation of state, or federal law. (Identity Theft, Fraud, etc.)”

Now that the longtime Democrat presence in NC government has been eradicated and a new NC voter ID law has been passed, perhaps we can come closer to insuring that our elections are fair.

“The State Board of Elections will not be able to verify before the early-voting period begins today whether all of the nearly 10,000 names that it has flagged as belonging to possible ineligible voters are in fact ineligible, according to interviews with elections and transportation officials.

Elections officials estimate that most are likely eligible to vote, but the uncertainty has led some state lawmakers to question why the verification process is happening now.

The Winston-Salem Journal reported Wednesday that, according to the SBOE, a specific search of those 10,000 names on the state’s voter rolls turned up 145 that belong to immigrants in the U.S. under the federal program known as Deferred Action for Childhood Arrivals, or DACA, which provides qualified applicants with a two-year reprieve from deportation.

The number has been pared down to 119 after more research, said Josh Lawson, a spokesman for the SBOE.”

“The SBOE is in the process of sending letters to the 119 DACA license holders seeking proof of citizenship, said SBOE spokesman Josh Lawson. Separately, Lawson said that the SBOE is also working to verify all of the nearly 10,000 names. The Journal has asked to receive that information when it becomes available.

The DMV sends data to the SBOE on a regular basis, Charbonneau said.

That data includes license holders who are tagged as “legally present,” which includes anyone who was not a U.S. citizen when he or she got a license.

The DMV has been “assisting” the SBOE on verifying the names at this time — as the early-voting period begins — because the SBOE requested the assistance on Monday, according to Charbonneau.

Apart from the DACA license holders, the names on the list of nearly 10,000 belong to license holders who were not U.S. citizens when they got a license. They may have been green-card holders, foreign workers or foreign students, for example. Most have become U.S. citizens since getting a license, according to an estimate by elections officials based on a sample of the overall list.

Earlier this month, State Board of Elections officials sampled about 1,600 of the 10,000 names, Lawson said. They cross-checked the names against a U.S. Department of Homeland Security database, known as SAVE, and found that 94 percent of those 1,600 are in fact U.S. citizens, Lawson said.”

“Raleigh, N.C. – House Speaker Thom Tillis (R-Mecklenburg) and Senate Leader Phil Berger (R-Rockingham) issued a joint statement Wednesday in response to more alarming evidence of voter error and fraud discovered by the North Carolina State Board of Elections.

Initial findings from the Board presented to the Joint Legislative Elections Oversight Committee today show:

  • 765 voters with an exact match of first and last name, DOB and last four digits of SSN were registered in N.C. and another state and voted in N.C. and the other state in the 2012 general election.
  • 35,750 voters with the same first and last name and DOB were registered in N.C. and another state and voted in both states in the 2012 general election.
  • 155,692 voters with the same first and last name, DOB and last four digits of SSN were registered in N.C. and another state – and the latest date of registration or voter activity did not take place within N.C.

These findings only take into account data from the 28 states who participated in the 2014 Interstate Crosscheck, leaving out potential voter error and fraud in the 22 states that do not participate in the consortium.

Additionally, during an audit of death records from the Department of Health and Human Services, the Board discovered:

  • 50,000 new death records that had not previously been provided to the State Board of Elections.
  • 13,416 deceased voters on the voter rolls in October 2013.
  • 81 deceased voters that had voter activity after they died.

The findings were made possible by a new election reform law passed by the General Assembly last year, which called on the Board to improve the accuracy of voter registration lists and combat potential fraud by cross checking information on voting records with those of other states.

“While we are alarmed to hear evidence of widespread voter error and fraud, we are encouraged to see the common-sense law passed to ensure voters are who they say they are is working,” said Tillis and Berger. “These findings should put to rest ill-informed claims that problems don’t exist and help restore the integrity of our elections process. We appreciate the State Board of Elections bringing this critical information to light.””

I have kept the readers of Citizen Wells informed of the real employment situation in the US and NC.

Despite the best Orwellian efforts of the mainstream media and politicians to paint a brighter picture of employment I have tried my best to reveal the truth.

Recently we revealed that allegedly Illinois has the worst employment recovery in the nation.

“Illinois’ sluggish jobs recovery is coming at a tremendous cost. For every post-recession job created in Illinois, nearly two people have enrolled in the Supplemental Nutrition Assistance Program, commonly known as food stamps.

In the recession era, the number of Illinoisans dependent on food stamps has risen by 745,000. Without adequate job creation in the state, Illinois families have had no choice but to depend upon food stamps to put bread on the table.

The Prairie State has had the worst recovery from the Great Recession of any state in the U.S. There are nearly 300,000 fewer Illinoisans working today than in January 2008, and 170,000 fewer payroll jobs.”

I rarely watch News 2 News out of Greensboro, NC. Yesterday, at a family member’s house I heard Julie Luck of News 2 describe the recent news about the NC unemployment rate for July. I was reminded of the Valley Girl speak of years ago.

The News Record did a little better.

“North Carolina’s unemployment rate inched higher for July as the state’s labor force declined by nearly 15,000 over the course of a month, state officials said Monday.

The jobless rate increased by 0.1 percentage points to 6.5 percent in July after being flat for two months, according to a report by the Commerce Department. North Carolina’s unemployment rate was higher than the national rate of 6.2 percent.”
“”The number of employed decreased almost 20,000, when it’s seasonally adjusted, which is quite a bit,” said Kurt, an associate professor of economics at Elon University.

Still, Kurt noted the numbers look better than they did a year ago when the unemployment rate was 1.6 percentage points higher. Total private sector jobs have grown by about 94,000 since July 2013.

“When you compare it year to year, it’s not a bad report,” he said. “Overall, the last year has been good for North Carolina.””

“North Carolina lost more than 8,500 jobs in June, wiping out job gains experienced since March. The net job loss was attributable largely to job losses in the government sector.

The unemployment rate of 6.4 percent was unchanged from May to June, though that has to do with how the rate is artificially measured. A more accurate depiction of the jobs picture is to look at total jobs.”
“The state measures unemployment in two ways, one through a survey of households, which is where the official unemployment rate comes from, and one from a survey of employers, typically referred to as “nonfarm employment.” This nonfarm measure excludes workers in general government, teachers, private households, nonprofit organizations and individual or corporate farms, a measure that makes up roughly 77 percent of the total gross domestic product, according to the Bureau of Labor Statistics.

By that measure, the state lost an estimated 5,800 jobs from May to June, though it still had 74,800 more jobs than in June of last year.
Going by the household survey reflects a job loss of 8,577, but an unchanged unemployment rate of 6.4 percent. Since last year, the rate had been steadily declining, but looking at only the rate gives a false overall jobs picture. One of the major policies implemented by the state government was to reduce the length of time that individuals receive unemployment benefits after being laid off. This policy has had the effect of artificially reducing the unemployment rate.
By reducing benefits, the household unemployment survey technically tallies fewer people in the labor force, even if those people haven’t actually found jobs or stopped looking for work. Reducing the officially counted labor force number, even if that number is reduced artificially because of reduced unemployment benefits, will drive the unemployment rate down – artificially in North Carolina.”

My ancestor, John Wells signed the Tryon Resolves in August 1775. His house, begun during the revolution, is still standing.

He is expected to take up several pending inquiries – into questions of voter fraud, about possible campaign violations by state lawmakers, and an ongoing probe of a major campaign donor in the last statewide election cycle.”
““He wanted to know about you,” Perry told Stuber at the retirement gathering. “He knew immediately the cases you made, many of which, I guess, made it possible for him to be governor.”

Perry supervised Stuber as head of the FBI’s Raleigh office from 2000 to 2005. In an interview, Perry said Stuber was “the complete agent.”

“That’s a unique combination – an accountant, a lawyer and an FBI agent,” said U.S. Rep. George Holding of Raleigh, a Republican who as U.S. attorney oversaw prosecutions of many of Stuber’s cases. “When it comes to rooting out political corruption crimes, it’s a deadly combination.””

“High Point Regional joins other hospitals in making job cuts”

“High Point Regional Health became on Thursday the latest Triad hospital to make job cuts related to lower federal reimbursement levels and declining revenue from performing fewer inpatient services.

The hospital said it was eliminating 115 clinical and nonclinical job positions – about 5 percent of its workforce of nearly 2,000.

Counting the High Point Regional job cuts, there has been nearly 1,900 hospital jobs eliminated in the Triad in the past three years.”

“In November 2012, Wake Forest Baptist announced the elimination of 950 positions: 420 were current employees and 530 were closed, unfilled positions, or employees who left through attrition or retirement.

Other Triad health care systems that have eliminated jobs since 2011 include: Cone Health (at least 300), Novant Health Inc. (at least 289, including 150 in the Triad) and Randolph Hospital in Asheboro (66).

Morehead Memorial Hospital in Eden said May 12 it is reducing its staff by 22 positions and cutting the hours of 25 other employees.

Also in October, Northern Hospital of Surry County said it eliminated between 12 and 15 full-time jobs. Another 15 to 18 employees had their work weeks reduced to 35 to 36 hours, while another group of employees was shifted into a different job.”

It sickens me to hear ads on TV touting the lower unemployment rate in NC and praising the McCrory administration for creating jobs.

This is what Obama and the folks in Washington have been doing for years.

The same reason that the unemployment rate has dropped applies to NC that does Washington but even more so.

The labor force has plummeted in NC and nationally.

Citizen Wells has diligently tried to keep you informed as to the real unemployment situation.

The number of people entering the work force each year versus those exiting has been explained.

I have been giving this some thought and have not seen it reported.

I pose this question:

Of all the folks graduating from high school and college and ready to enter the full time labor force, how many will be forced to keep their part time jobs?

Remember that not enough jobs are being created.

Also remember that not all of those ready to retire will be able to do so.

Even if every person eligible for retirement were to do so, there are far less of these people than those entering the labor force.

If many graduates keep their part time jobs, how does this impact current students and the large number of adults who depend on one or more part time jobs?

“Lawmakers propose dumping Common Core standards in NC”

“North Carolina would begin walking away from the Common Core standards for math and English in public schools under proposed legislation that a student committee approved Thursday.

The full General Assembly will take up the measure when it returns to session in mid-May.

“Common Core is gone July 1 if this passes,” said Sen. Jerry Tillman, R-Randolph, one of the measure’s leading proponents. “This bill puts education back where the constitution says it belongs – in the hands of North Carolina.””
“The standards have come under fire nationally. While some political liberals have questioned how the standards were developed, political conservatives have been the most vocal in their opposition. They criticize the measures as a federal takeover of education.

“We’ve allowed the Common Core standard to be hijacked by the federal government for the sake of money,” said Rep. Craig Horn, R-Union.

While he initially favored the standards, Horn said that they made the state too dependent on the federal government.

“I just feel that it is time for the state of North Carolina to take responsibility for our own education system and not be dependent upon or subservient to the federal Department of Education or anybody else outside North Carolina for what we do in education,” said Rep. Larry Pittman, R-Cabarrus.

Some members of the committee, mainly Democrats, blasted the bill.

“I think we are going down this road to appease a section of the political spectrum that is more conservative and is distrustful of Obama and the federal government,” Rep. Tricia Cotham, D-Mecklenburg, said after the meeting.”

“Why North Carolina should get away from Common Core

North Carolina should have the highest education standards in the world, but we can do better than Common Core.

Four years after Common Core was adopted by the State Board of Education, many students, parents and educators are getting their first glimpse of the implications of the new standards in the classroom. Yet after months of questions about the challenges of the standards from parents and educators, few answers have been revealed. Here is why we can to better than Common Core:

1. Local control of education is a bedrock of our nation. Parents, teachers and school boards should have ultimate control and authority over the education of their children. Common Core is a copyrighted set of standards, designed by two unaccountable national trade associations and pushed by the federal government through Race To The Top grants ($400 million in North Carolina) for states that adopted the standards. These standards cannot be changed or modified by state or local authorities. The argument is that we can add to them; however, the reality is that we cannot change anything written in them. Common Core is inflexible in meeting the demands of rapid change that is occurring around the world.

2. A One-Size-Fits-All set of standards for all of education in America is un-American. America is a nation of diversity and innovation. Each student is unique, and for the first time in the history of the world, through high-speed broadband technology and one-to-one devices in the hands of every student, we have the opportunity to customize curriculum and the education experience to each and every child. Our 50 states should be recognized for the innovation laboratories that they are, and they should be allowed to innovate in education, constantly improving standards and teaching methodologies in order to share their ideas with other states. A one-size-fits-all set of standards restricts that level of innovation.

3. Why would we settle for anything less than the best standards for North Carolina? Massachusetts had the best math standards in America, so why did we not start by adopting its standards for our students? Massachusetts educators improved their standards over decades, and they had been tried, tested, rewritten and aligned with working assessments. The Common Core standards still have not been tried, tested or rewritten for success four years after adoption in North Carolina. Why would we roll out Common Core to every school and every student in our state, all at once, without proper vetting and testing?

4. Common Core does not prepare our students for STEM education or careers.The promise of Common Core was that it was to be rigorous, internationally benchmarked, and it would prepare our students for college and career. Unfortunately, experts admit that rigor is difficult to define; the standards were never internationally benchmarked, and there is much debate as to Common Core college alignment. Experts have noted that the Common Core math sequence does not prepare our students for a rigorous STEM education in the university, nor does it prepare our students for STEM careers.
Why would the Chamber of Commerce, the conservative Fordham Institute, the Gates Foundation and others support Common Core despite its inability to prepare our students for STEM careers? Because there are significant financial interests for each. Experts have also noted that replacing classic literature with informational text, such as Consumer Reports, does not help our students develop better critical-thinking skills or reading skills.

5. Teachers need to be free to teach. Common Core is just another set of bureaucratic mandates that will force teachers to teach to the test. There has been much frustration from the teaching community regarding this aspect of No Child Left Behind, so the federal government created waivers from NCLB only to replace it with more burdensome guidelines that will take creativity and innovation out of the classroom. If we want innovation in education, we should focus less on standards and more on allowing our teachers to do what they do best — teach.

These are just a few reasons why Common Core should be replaced in North Carolina, not mentioning the high cost of implementation at a time when we need to increase teacher pay. Nor did I mention technology readiness for the standards, or even data collection of student information. It is time to replace Common Core with the best standards in the world — North Carolina standards.”
