From the Daily Caller October 7, 2013.

“Obama OKs illegals’ march on Mall, still blocks Americans”

“The National Park Service is allowing an Oct. 8 pro-immigration rally on the national mall, even as it posts pickets and barriers to bar Americans from visiting their open-air memorials.

“They’re going to be allowed to go [ahead] because it is a First Amendment activity,” Shannon Maurer, a spokeswoman for the “March for Immigrant Dignity and Respect,” told The Daily Caller.

“They allowed us to have it because it is part of the First Amendment of the constitution,” said Susana Flores, a spokeswoman for CASA in Action, which is organizing the rally. ”We’re going to have a stage and microphones,” plus a stand for TV cameras, she said.

The mall is currently marked as closed, and law enforcement officials have have been deployed to picket open-air monuments to keep Americans off their own land.

Critics quickly pounced on what they see as special treatment for the administration’s allies.

“What this means is that the administration is sending a clear message that it’s OK to barricade elderly veterans out of their memorials, but illegal immigrants have to be accommodated no matter what,” Mark Krikorian, director of the anti-immigration Center for Immigration Studies, told The Daily Caller.

“It’s hard to justify closing off open areas [such as the World War II memorial], but to allow a major setup with equipment, electronics and security in a closed area is a little outrageous,” said Krikorian.”

Obamacare sticker shock, Huge premium increases, Higher deductibles, Young Obama supporters hit hard, Low information Americans continue to be deceived, Obamacare Facebook page angry comments
“The study says 27-year-old men in Nebraska will see a whopping 279 percent increase in premiums and 27-year-old women in Nebraska will get an also-shocking 227 percent increase in rates.”…Watchdog.org

“Rising medical costs, “combined with the costs associated with the Affordable Care Act, have made it increasingly difficult to continue providing the same level of health care benefits to our employees at an affordable cost,””…UPS memo

“Can we stop calling ObamaCare the Affordable Care Act now?”…Guilford College student

We told you so.

Obamacare is causing huge increases in health care premiums as well as higher deductibles.

And some of the groups being hit the hardest are young people. The core of Obama’s support.

From Last Resistance October 5, 2013.
“Americans Shocked At Obamacare Premium Increases”

  • ““Obama promised would see $2,500 in annual savings as far as the eye could see…Between 2014 and 2022, the increase in national health spending (which the Medicare actuaries specifically attribute to the law) amounts to $7,450 per family of 4.” – Forbes
  • “The study says 27-year-old men in Nebraska will see a whopping 279 percent increase in premiums and 27-year-old women in Nebraska will get an also-shocking 227 percent increase in rates.” – watchdog.org
  • “Based on a Manhattan Institute analysis of the HHS numbers, Obamacare will increase underlying insurance rates for younger men by an average of 97 to 99 percent, and for younger women by an average of 55 to 62 percent. Worst off is North Carolina, which will see individual-market rates triple for women, and quadruple for men.” – Avik Roy

The above quotes are just three of many describing the premium increases average Americans will suffer under Obamacare. During his campaign, President Obama promised that families would save an average of $2500 a year under the affordable care act. However, for months, data has been pouring in, telling us otherwise. In addition to that, basic sense tells us that socialized medicine is a dangerous idea.

Despite all the evidence and the decades of history backing up the claim that Obamacare was a very bad idea, average, low-information Americans continued to allow themselves to be deceived. Now that Obamacare has officially hit the streets, those same Americans have become indignant about the cost increases.

On the Obamacare Facebook page, numerous people posted angry comments regarding cost increases:

  • I am so disappointed…These prices are outrageous and there are huge deductibles. No one can afford this!””

“What did these people expect? Are they living in an alternate universe where information is inaccessible? How do they go about their days without sussing even a modicum of factual information from the world around them regarding Obamacare?

This is just so sad. We are a country of empty-headed followers. King Obama issues edicts from on high, and we just eat it up like so much food. We are a peasant class. We have a King making false claims—otherwise known as telling lies—and we simply take him at his word, because we believe him to be benevolent.”

Media lies exposed by Rhino Times, So called Moral Mondays orchestrated by liberals and NAACP, Media following plan of liberal organizations, Media got the memo

Media lies exposed by Rhino Times, So called Moral Mondays orchestrated by liberals and NAACP, Media following plan of liberal organizations, Media got the memo

“If I had my choice I would kill every reporter in the world but I am sure we would be getting reports from hell before breakfast.”… William Tecumseh Sherman

“If you tell a lie big enough and keep repeating it, people will eventually come to believe it”…Joseph Goebbels

“Some people think that the mainstream media are covering the Republican controlled state government in Raleigh based on news judgment or attempts at good journalism. It simply isn’t true. The mainstream media are just following the well-thought-out and well-defined plan of liberal organizations outlined in a memo, many of them heavily funded by grants from the government as well as from left-leaning foundations.”…John Hammer, Rhino Times

The Rhino Times and other independent news sources, many of which are on the internet, play a crucial role in counteracting the lies and misinformation from the mainstream media.

Here is an excellent example from the resurrected Rhino Times October 3, 2013.

From the editor John Hammer.

“Media Got The Memo”

“The news out of Raleigh since the Republicans took over control of the government this year has a definite slant.

Some people think that the mainstream media are covering the Republican controlled state government in Raleigh based on news judgment or attempts at good journalism. It simply isn’t true. The mainstream media are just following the well-thought-out and well-defined plan of liberal organizations outlined in a memo, many of them heavily funded by grants from the government as well as from left-leaning foundations.

The media has the memo that outlines the plan, which you might think would embarrass them into not being obvious vassals of left-wing organizations, but you would be wrong. Instead they, for the most part, ignored mentioning the talking points that gave them their marching orders, but WRAL News posted the plan on its website back in February, so it’s no secret.

The part that was kept secret is that the mainstream media didn’t choose to inform the general public that the path they were following was laid out not by newspaper editors or television producers, but by an organization of liberal activists. As one might suspect this has led to reporting that can at best be called biased and, according to many on the right, it is downright dishonest.

It is impossible to believe that it is a coincidence that the liberals who make up the majority of the mainstream media just happened to be following the liberal plan nearly to the letter.

A great example are the Moral Mondays in Raleigh during the North Carolina legislative session that were presented by the mainstream media as a grassroots movement of people who were so opposed to what the Republican majority was doing that they couldn’t stop themselves from going to Raleigh for spontaneous protests.

As the conservative think tank the Civitas Institute has reported, the president of the North Carolina chapter of the National Association for the Advancement of Colored People (NAACP) agreed that the Moral Mondays were not “spontaneous action.” He attributed the protests that received front page coverage week after week in the mainstream media as the result of a meeting of a coalition of liberal groups called Historic Thousands on Jones Street that coordinated the events.

The mainstream media week after week ignored the organization and presented the demonstrations as the result of people simply being drawn to Raleigh to protest.

The majority of the voters of North Carolina indicated they were in favor of the turn to the right that the legislature took because they went to the polls in 2012 and not only elected a Republican governor but large Republican majorities in both the state House and state Senate.

After the Republicans took over, the mainstream media acted shocked that the Republicans did much of what they said they would do when they were out campaigning. Some conservatives complained that the Republicans didn’t do enough, but what they did accomplish in Raleigh in one term is remarkable.

The NAACP acted like they were being left out of the legislative process because of race. The truth is that the NAACP long ago decided to tie itself to the Democratic Party. While the Democrats were in power it gave the NAACP an inordinate amount of power. The Democrats didn’t have the votes to pass partisan legislation without the support of the NAACP, and a big chunk of Democrats couldn’t win an election if they were opposed by the NAACP. As long as the Democrats were in power it made good political sense and gave the NAACP more power than their numbers would warrant.

The downside of that strategy was that the NAACP politically became an organization that was not devoted to the advancement of blacks, as the name suggests, but devoted to the advancement of Democrats. Time after time the NAACP supported white Democratic candidates over black Republicans. If the NAACP were really in favor of the advancement of minorities it would support good minority candidates regardless of party, but that is not what the NAACP chose to do, and at the time the NAACP made that decision it made political sense. Unfortunately for the NAACP leadership, they didn’t foresee the Republican juggernaut coming.

So when the Republicans took over the state government with big majorities in both houses and a Republican governor, it left the NAACP and other Democratic organizations out in the cold, because they were Democrats not because of race.

Why should the Republicans listen to the NAACP? They were all elected despite fierce opposition at every turn from the NAACP. It’s just politics.

But the mainstream media didn’t report that because the mainstream media, like the NAACP, had long ago aligned itself with liberal ideology and the Democratic Party.

It’s a good story that Moral Mondays were created by a statewide meeting of liberal organizations, not some grassroots effort, but the mainstream media chose to ignore that fact, and week after week reported on the protests and arrests as if it was what it was billed to be – a group of people who went to Raleigh because they were so upset with the Republican actions.

The plan by liberal organizations to cause as many problems for the Republicans in Raleigh as possible is no secret. It was posted on the website of WRAL in February, but it has largely been ignored by the mainstream media.”

US employment data October 4, 2013, BLS statement, Gallup report, Payroll to Population Rate drops to 43.5 percent, More Americans taking part time jobs

US employment data October 4, 2013, BLS statement, Gallup report, Payroll to Population Rate drops to 43.5 percent, More Americans taking part time jobs

“Over the last six months, of the net job creation, 97 percent of that is part-time work,”…Keith Hall, former BLS chief

“11.4%: What the U.S. unemployment rate would be if labor force participation were back to January 2008 levels.” …James Pethokoukis, American Enterprise Institute, June 2013

“Freedom is the freedom to say that two plus two make four. If that is granted, all else follows.”…George Orwell, “1984″

From the US Labor dept. BLS.
“Statement on release of September employment numbers”

“The Department of Labor issued the following statement about the September 2013 Employment Situation report:

“Due to the lapse in funding, the Employment Situation release which provides data on employment during the month of September, compiled by the U.S. Department of Labor’s Bureau of Labor Statistics, will not be issued as scheduled on Friday, October 4, 2013. An alternative release date has not been scheduled. The Employment Situation release includes the unemployment rate (from the household survey) and payroll employment (from the business establishment survey).””

http://www.dol.gov/opa/media/press/opa/OPA20132030.htm

From Gallup October 3, 2013.
“U.S. Payroll to Population Rate at 43.5% in September”

“The U.S. Payroll to Population employment rate (P2P), as measured by Gallup, fell slightly to 43.5% in September, from 43.7% in August. P2P has declined more than a percentage point from the 45.1% found in September 2012.”

“The percentage of part-time workers wanting full-time work was 9.4% in September, up from 8.7% in August and from 8.6% last September. This suggests the decline in the unemployment rate is actually due to more Americans taking part-time jobs rather than gaining the full-time employment they want.”

“Gallup’s unadjusted and seasonally adjusted unemployment rates experienced month-over-month and year-over-year declines in September. However, Gallup’s P2P rate — the percentage of all adults in the U.S. population who are employed full time — fell slightly compared with August and is 1.6 points lower than it was in September 2012. This means fewer people are unemployed, but not because they found full-time jobs. The percentage of part-time workers wanting full-time work increased last month from August and from September 2012, suggesting that some of those who were unemployed left the workforce or found part-time work, but not the full-time jobs they are seeking.”

“Obama is by character and preference, a dictator…Like Hitler, he needs a powerful domestic army to terrify any opposition that might arise…Obama will put a thin veneer of training and military structure on urban gangs and send them out to channel their violence against Obama’s enemies.”…Orson Scott Card, Rhino Times May 16, 2013

“An ominous new development within the HJ was the appearance of HJ-Streifendienst (Patrol Force) units functioning as internal political police, maintaining order at meetings, ferreting out disloyal members, and denouncing anyone who criticized Hitler or Nazism including, in a few cases, their own parents.” …TheHistoryPlace.com

“When an opponent declares, “I will not come over to your side,” I calmly say, “Your child belongs to us already… What are you? You will pass on. Your descendants, however, now stand in the new camp. In a short time they will know nothing else but this new community.”…Adolf Hitler

Great News!

The Rhino Times, formerly The Rhinoceros Times, is back in print in NC.

John Hammer, the editor, will continue to reveal the truth about local politicians as well as Obama, et al.

I met with John this morning and congratulated him.

Roy Carroll, a local real estate developer, is the new owner.

“Roy Carroll Takes On New Job”

“As the publisher of the new Rhino Times, a position I’m not yet completely comfortable with, I was asked to say a few words about the vision of our publication. First, let me assure my high school English teachers I will not be contributing weekly to the paper’s content.
I would like to emphasize that this is a new venture and regular readers of The Rhinoceros Times will see dramatic differences between that paper and the Rhino Times.”

“My job at the Rhino Times is not to manipulate the news but to give our seasoned staff the resources they need to produce a quality weekly publication that is hard hitting and also entertaining. I will not be dictating the day-to-day content of our paper, though at times I intend to toss John ideas on stories that I think might be interesting to our readers – just as anyone else has the right and is encouraged to do.

In the end, John will decide which stories to cover. I will not have any say when it comes to local political endorsements. I have made clear to the staff that they are to make endorsement decisions in a “vacuum” without outside influence, including from me. This includes my commitment to refrain from funding the campaign of any local candidate. I am not comfortable with the idea of the publisher of a paper that makes political endorsements also funding local candidates, so I will not contribute to any local political campaigns.”

From John Hammer October 3, 2013.

“President Barack Hussein Obama drew a red line in the sand and made it clear that if Syria used chemical weapons there would be reprisals. He then said that the US would attack Syria and that it would not be a pinprick. Then he decided he would ask Congress if it thought it was a good idea to attack Syria. Then he decided not to ask Congress and then he decided to essentially do nothing and let the Russians handle it by pretending to inspect.

So the next time Obama gives an ultimatum to a country is there any reason for that country to pay any attention to him? If he follows through the next time, the country will claim discrimination because he didn’t follow through on Syria.”

“Obama was never vetted by the press for a host of reasons, but a contributing factor was that once he appeared on their radar screens he was the apparent Democratic nominee and they didn’t want to find out anything bad about him because that might hurt his chances of beating the Republican in the fall.
What the Republicans should have learned is that they are not going to get a moderate elected president. The Republicans need to nominate someone so conservative that the mainstream media cringe when they have to say his or her name. The Democrats learned their lesson. Obama is not even close to being a moderate. He is as far left as any Republican even being considered is to the right.”

“One huge cause of the problems with Obamacare that seems to be somewhat lost in the current implementation is that nobody expected the Obamacare bill as it originally passed to become law. The normal route for a sweeping bill of this nature is for one house of Congress to pass a bill and then for the other house to pass a similar bill, and then there are endless negotiations between the two until they come up with something that both sides can pass. Later, revisions are made as the bill is honed into something workable.

Because in the midst of the Obamacare debacle the Democrats lost their filibuster-proof majority in the Senate, the only way to pass the bill was as it passed the first time with no amendments or changes. So the bill that is supposed to reform health care in the United States is unfinished and wasn’t read by the people who voted for it. The truth is they didn’t know what they were voting for but there was tremendous pressure to get it done because it was the only chance they had to pass the bill. The death of Sen. Ted Kennedy and the special election to replace him is what changed everything. No one expected Kennedy to be replaced by a Republican, ending the Democrats unchallenged rule in the Senate so quickly. Obama and the Democrats can’t admit that even they don’t want the entire bill to go into effect because they don’t have the votes to go back and amend it. So they are forced to support a law that they know is going to have to be changed, but the Republicans aren’t going to pass any amendments, so the Democrats are stuck defending a bill they know to be terribly flawed.

Obamacare as it is being implemented may be enough to put the final nail in the coffin of a struggling economy. It encourages businesses to hire people for less than 30 hours a week and avoid the cost of providing health insurance. It’s a no-brainer for small businesses that employ a lot of people in low-level positions, like restaurants.

We could become a part-time economy where it is typical for people to have two and three jobs. It is also going to be a huge drain on the economy because it isn’t going to be cheaper, as Obama promised, and the smart thing for young people to do is nothing until they need health care and then sign up.
Health insurance is a huge mess, but it’s hard to see how this is going to make things better.”
“The American people never find out what was really going on in a presidential election until long after the votes are counted. But now we are learning how Obama outwitted Mitt Romney and the Republican Party during the election. While Romney was campaigning in a traditional fashion, traveling around the country making speeches, Obama was doing the same, but he was also quietly working on two fronts that brought in enough votes to get reelected.
One was that Obama was using his power as president to buy votes. All presidents do this to a certain extent, but Obama took it to new levels in a number of areas, including food stamps and cell phones. A voter who just received an Obama phone is far more likely to remember to go to the polls and vote for the man who is responsible for providing that phone. Obama more than doubled the amount of money spent on providing Obama-phones to a staggering $2.1 billion. The same for food stamps. Obama increased the number of people on food stamps by 70 percent.”

Noah, The great flood, Genesis Chapter 6, The earth was corrupt before God and the earth was filled with violence, Take every kind of food that is to be eaten and store it

Noah, The great flood, Genesis Chapter 6 , The earth was corrupt before God and the earth was filled with violence, Take every kind of food that is to be eaten and store it
“That which has been is what will be,
That which is done is what will be done,
And there is nothing new under the sun.”…Ecclesiastes 1:9

Genesis Chapter 6: 6 – 22

6 And it repented the Lord that He had made man on the earth, and it grieved Him at His heart.

7 And the Lord said, I will destroy man whom I have created from the face of the ground; both man, and beast, and creeping things, and birds of the heavens; for it repenteth me that I have made them.

8 But Noah found grace in the eyes of the Lord.

9 These are the generations of Noah. Noah was a righteous man, [and] perfect in his generations: Noah walked with God.

10 And Noah begat three sons, Shem, Ham, and Japheth.

11 And the earth was corrupt before God, and the earth was filled with violence.

12 And God saw the earth, and, behold, it was corrupt; for all flesh had corrupted their way upon the earth.

13 And God said unto Noah, The end of all flesh is come before me; for the earth is filled with violence through them; and, behold, I will destroy them with the earth.

14 So make yourself an ark of cypress wood; make rooms in it and coat it with pitch inside and out.

15 This is how you are to build it: The ark is to be 450 feet long, 75 feet wide and 45 feet high.

16 Make a roof for it and finish the ark to within 18 inches of the top. Put a door in the side of the ark and make lower, middle and upper decks.

17 I am going to bring floodwaters on the earth to destroy all life under the heavens, every creature that has the breath of life in it. Everything on earth will perish.

18 But I will establish my covenant with you, and you will enter the ark–you and your sons and your wife and your sons’ wives with you.

19 You are to bring into the ark two of all living creatures, male and female, to keep them alive with you.

20 Two of every kind of bird, of every kind of animal and of every kind of creature that moves along the ground will come to you to be kept alive.

21 You are to take every kind of food that is to be eaten and store it away as food for you and for them.

22 Noah did everything just as God commanded him.

Corrupt Obama Justice Dept sues NC over voter law, NC law does not discriminate, Law applies equally to all citizens, Revenge for NC rejecting Obama in 2012 elections?

Corrupt Obama Justice Dept sues NC over voter law, NC law does not discriminate, Law applies equally to all citizens, Revenge for NC rejecting Obama in 2012 elections?

“According to the 2010 American Community Survey 1-Year Estimates, the unemployment rate for non-Hispanic black residents in North Carolina was almost twice the rate for non-Hispanic white residents (19.2% compared to 10.5%).”…Eric Holder’s US Justice Dept lawsuit against NC

“‘the Framers of the Constitution intended the States to keep for themselves, as provided in the Tenth Amendment, the power to regulate elections.’”

“The Voting Rights Act sharply departs from these basic principles. It suspends “all changes to state election law—however innocuous—until they have been preclearedby federal authorities in Washington, D. C.” Id., at 202. States must beseech the Federal Government for permission to implement laws that they would otherwise have the right to enact and execute on their own”… Chief Justice Roberts, Shelby County, AL vs Holder, Attorney General, et al

“We the people are the rightful masters of both Congress and the courts, not to overthrow the Constitution but to overthrow the men who pervert the Constitution.”…Abraham Lincoln

The corrupt Obama US Justice Dept. led by Obama’s pal Eric Holder is sueing the state of NC over its recent changes to the voter laws.

First of all I would like to thank Eric Holder for helping to highlight the impact of the Obama Administration on blacks in NC.
“According to the 2010 American Community Survey 1-Year Estimates, the unemployment rate for non-Hispanic black residents in North Carolina was almost twice the rate for non-Hispanic white residents (19.2% compared to 10.5%).”

Eric Holder claims that the new NC voting law changes are discriminatory.

“Provisions of HB 589
23. HB 589 makes several significant changes to North Carolina’s election law. Among other changes, HB 589 alters existing law by reducing the number of early voting days available to voters, eliminating same-day voter registration during the early voting period, and prohibiting the counting of provisional ballots cast by voters who attempt to vote in their county, but outside their home precinct. HB 589 also imposes a new photo identification requirement for in-person voters.

“the discriminatory impact of photo identification requirements on minority voters, and the challenges people encounter in obtaining the underlying documentation needed to acquire the types of photo identification that would be required by the proposed law.”

“Implementation of HB 589 Will Have a Discriminatory Result”

“The reduction of the number of days of early voting and elimination of the first seven days of early voting, including the first weekend days of early voting, will have a discriminatory impact on African-American voters in North Carolina.”

http://www.justice.gov/iso/opa/resources/646201393013723793555.pdf

Legal definition of discrimination.
“In Constitutional Law, the grant by statute of particular privileges to a class arbitrarily designated from a sizable number of persons, where no reasonable distinction exists between the favored and disfavored classes. Federal laws, supplemented by court decisions, prohibit discrimination in such areas as employment, housing, voting rights, education, and access to public facilities. They also proscribe discrimination on the basis of race, age, sex, nationality, disability, or religion. In addition, state and local laws can prohibit discrimination in these areas and in others not covered by federal laws.”

http://legal-dictionary.thefreedictionary.com/discrimination

The NC voting laws are clearly not discriminatory. They apply equally to all citizens.

A fifth grader can understand that.

From Gateway Pundit September 30, 2013.

“So, will Holder sue the majority of US States?

  • 14 states allow straight party voting. North Carolina now joins the 36 other states that do not.
  • 15 states allow NO early voting or no-excuse absentee voting. (Those include NY and Mass)
  • 32 states allow early voting ranging from 4 days prior to election day to 45 days with an average 19 days. North Carolina allows 10 days but requires the same number of hours of early voting that was available in 2012 and 2010 when the early voting period was 17 days.
  • Only 1 state allows same day registration during early voting. NC was the only other state to allow this and has now joined 49 states in not allowing same day registration during early voting.
  • 11 states allow same day registration on Election Day. North Carolina does not.
  • 5 states allow 16 and 17 year olds to pre-register to vote. 45 states do not, including now, North Carolina.

Illinois and Delaware require voter ID. Hawaii has even stricter voter ID requirements. Why is Holder not suing those states?”

FURTHERMORE

Even though the recent US Supreme Court decision in Shelby County, AL vs Holder, Attorney General, et al addressed the preclearance requirement of the Voting Rights Act, Chief Justice Roberts emphasized the constitutional provisions giving the states most of election powers.

“Outside the strictures of the Supremacy Clause, States retain broad autonomy in structuring their governments and pursuing legislative objectives. Indeed, the Constitution provides that all powers not specifically granted to the Federal Government are reserved to the States or citizens. Amdt. 10. This “allocation of powers in our federal system preserves the integrity, dignity, and residual sovereignty of the States.” Bond v. United States, 564 U. S. ___, ___
(2011) (slip op., at 9). But the federal balance “is not just an end in itself: Rather, federalism secures to citizens the liberties that derive from the diffusion of sovereign power.” Ibid. (internal quotation marks omitted).
More specifically, “‘the Framers of the Constitution intended the States to keep for themselves, as provided in the Tenth Amendment, the power to regulate elections.’” Gregory v. Ashcroft, 501 U. S. 452, 461–462 (1991) (quoting Sugarman v. Dougall, 413 U. S. 634, 647 (1973); some internal quotation marks omitted). Of course, the Federal Government retains significant control over federal elections. For instance, the Constitution authorizes Congress to establish the time and manner for electing Senators and Representatives. Art. I, §4, cl. 1; see also Arizona v. Inter Tribal Council of Ariz., Inc., ante, at 4–6. But States have “broad powers to determine the conditions under which the right of suffrage may be exercised.” Carrington v. Rash, 380 U. S. 89, 91 (1965) (internal quotation marks omitted); see also Arizona, ante, at 13–15. And “[e]ach State has the power to prescribe the qualifications of its officers and the manner in which they shall be chosen.” Boyd v. Nebraska ex rel. Thayer, 143 U. S. 135, 161 (1892). Drawing lines for congressional districts is likewise “primarily the duty and responsibility of the State.” Perry v. Perez, 565 U. S. ___, ___ (2012) (per curiam) (slip op., at 3)(internal quotation marks omitted).
Not only do States retain sovereignty under the Constitution, there is also a “fundamental principle of equal sovereignty” among the States. Northwest Austin, supra, at 203 (citing United States v. Louisiana, 363 U. S. 1, 16 (1960); Lessee of Pollard v. Hagan, 3 How. 212, 223 (1845); and Texas v. White, 7 Wall. 700, 725–726 (1869); emphasis added). Over a hundred years ago, this Court explained that our Nation “was and is a union of States, equal in power, dignity and authority.” Coyle v. Smith, 221 U. S. 559, 567 (1911). Indeed, “the constitutional equality of the States is essential to the harmonious operation of the scheme upon which the Republic was organized.” Id., at
580. Coyle concerned the admission of new States, and Katzenbach rejected the notion that the principle operated as a bar on differential treatment outside that context. 383 U. S., at 328–329. At the same time, as we made clear in Northwest Austin, the fundamental principle of equal sovereignty remains highly pertinent in assessing subsequent disparate treatment of States. 557 U. S., at 203.
The Voting Rights Act sharply departs from these basic principles. It suspends “all changes to state election law—however innocuous—until they have been precleared by federal authorities in Washington, D. C.” Id., at 202. States must beseech the Federal Government for permission to implement laws that they would otherwise have the right to enact and execute on their own, subject of course to any injunction in a §2 action. The Attorney General has 60 days to object to a preclearance request, longer if he requests more information. See 28 CFR §§51.9, 51.37. If a State seeks preclearance from a three judge court, the process can take years.
And despite the tradition of equal sovereignty, the Act applies to only nine States (and several additional counties). While one State waits months or years and expends funds to implement a validly enacted law, its neighbor can typically put the same law into effect immediately, through the normal legislative process. Even if a non covered jurisdiction is sued, there are important differences between those proceedings and preclearance proceedings; the preclearance proceeding “not only switches the burden of proof to the supplicant jurisdiction, but also applies substantive standards quite different from those governing the rest of the nation.” 679 F. 3d, at 884 (Williams, J., dissenting) (case below).
All this explains why, when we first upheld the Act in 1966, we described it as “stringent” and “potent.” Katzen
bach, 383 U. S., at 308, 315, 337. We recognized that it“may have been an uncommon exercise of congressional power,” but concluded that “legislative measures not otherwise appropriate” could be justified by “exceptional conditions.” Id., at 334. We have since noted that the Act “authorizes federal intrusion into sensitive areas of state and local policy making,” Lopez, 525 U. S., at 282, and represents an “extraordinary departure from the traditional course of relations between the States and the Federal Government,” Presley v. Etowah County Comm’n, 502 U. S. 491, 500–501 (1992). As we reiterated in Northwest Austin, the Act constitutes “extraordinary legislation otherwise unfamiliar to our federal system.” 557 U. S., at 211.”
Is this just another Obama administration race baiting move or retribution for NC rejecting Obama and the Democrat Party in 2012?
What a bunch of morons.
In their zeal to attack the state of NC they reveal the plight of blacks under Obama.
“According to the 2010 American Community Survey 1-Year Estimates, the unemployment rate for non-Hispanic black residents in North Carolina was almost twice the rate for non-Hispanic white residents (19.2% compared to 10.5%).”
