Developing Regulations: From Start to Finish
When EPA identifies the potential need for a regulation, we form a workgroup to learn more. The workgroup is led by the EPA office that will be writing the regulation (i.e., the “lead office”) and includes members from other parts of the Agency with related interests or responsibilities. The workgroup may work for months – employing expert scientists, economists, and other analysts – before an appropriate course of action is decided upon. The process generally goes like this:
1. Commence Activity. EPA typically operates under statutory authority (Clean Air Act, Clean Water Act, etc.) to create regulations. Additionally, we adhere to the Principles of Regulation described in Executive Order (E.O.) 12866. When we have determined that an issue exists that cannot be addressed in the absence of regulatory activity, we commence a new regulatory action.
2. Analyze the Problem. The workgroup begins by developing a work plan that will guide the regulatory development process. This plan is called an Analytic Blueprint and outlines the major questions that must be answered, the data needed, the experts who should be consulted, the anticipated costs, and other rulemaking needs. EPA’s senior management provides guidance on the Analytic Blueprint early in the process at a meeting called Early Guidance. 4. Publish a Proposal & Request Public Comments. If the preliminary analysis recommends the need for regulation, the workgroup drafts a proposed regulation for publication in the Federal Register. Experts from EPA, other federal agencies, advisory groups, and more help inform the proposed regulation.
The draft publication is called a Notice of Proposed Rulemaking (NPRM). A law called the Administrative Procedure Act (5USC Ch. 5) generally requires EPA (and other federal regulatory agencies) to request comments from the public before finalizing the regulation. The public comment period typically lasts 60 to 90 days. Federal Register notices related to the environment are available online from many Web sites, including the Government Printing Office’s Federal Register site and Regulations.gov.
At the same time we publish an NPRM, EPA will sometimes publish an Information Collection Request (ICR). The Paperwork Reduction Act requires all agencies to ensure that their regulations do not impose an undue paperwork burden on individuals, businesses, and others. Therefore, we seek approval of an ICR when our proposed regulations might require more than 10 members of the public to report similar information back to us. 5. Review Public Comments. Next, the workgroup reviews and evaluates all the comments received. Depending on the regulation, these comments may range from recommendations for minimal change to extensive rewriting. 6. Issue Regulation. After approval by senior management, the EPA Administrator or his delegee reviews the final regulation and decides whether it should be issued. Working with Other Federal Partners
Because EPA is part of the Executive Branch, we solicit the input of other federal departments and agencies when our regulations relate to their work. Illinois has three huge Mid-west drug lords actively invovled in drugs. Louis Chinon, McHenry is someone linked to the Adreani family. They don’t like him and have a nickname I can’t mention here. Another one left the drug business, seemed to fake his death out west and his family is very much involved in RealEstate with lots of property north and western areas of Illinois. It wouldn’t surprise me if they were involved in some of the property trades with big politicians.
Bruce’s links in a criminal system would astound you. There has been many murders too including his younger brother in 1997 which seems to have been covered up. The first murder was in the later 70s with a Bank President then it went downhill from there. I lost count a long while ago. All murders are done on the QT sometimes using Hospitals to finish them off. They never use anything that is traceable such as guns or knives or bats. Everything is made to look like an accident.
They are backed up by what appears to be large gangs each wotking on separate focuses. One in particular uses very high tech snooping for Micro-snooping. If you were their target, you may find yourself being watched and listened to 24/7. It never stops. You even need to be careful who your friends are as some of them seem to ask endless questions too. Finding someone, as in my case who may not have a link appears to be almost impossible.

• Finally, since this is, as reiterated, an officially determined POLICY CHANGE, its implementation is NOT dependent upon finalisation of the Settlements. This reality should quickly lodge itself inside the brains of the official and financial sector criminal financiers, who all now face investigation and prosecution ANYWAY. Obviously, if they still persist with their obstruction, thefts and diversionary operations, they will merely be increasing their chances of being summarily executed for treason.
OPERATIONS TO PERPETUATE FRAUDULENT FINANCE IN JEOPARDY ACROSS THE BOARD

And then to learn that one of the individuals who was turning state witness was executed in front of a church of all places was stunning to say the least. Why wasn’t there a congressional hearing held on this matter?
Way too many loose threads are dangling above our heads and for what reasons we honestly do not know. The closest I’ve come to being able to understand it all and how it all connects are the reports provided by Christopher Story. Because in some queer way somehow or another it all connects. All of it.
Therefore, I believe the increased authority to INTERPOL is one of many steps being forced on our Executive to end this ghoulish nightmare.

If you were to read some of Mr. Story’s recent reports you will learn that the World Court have placed a lien on the Treasury for $47 TRILLION.
If I have the story correct in my own head this is what occurred. As we all know, our financial health has been on roller coaster ride for many years now. Apparently, the Queen and China loaned the US Treasury up to $47 TRILLION to buoy our economy. The deal was to repay this loan either by note or gold which has never been repaid. The Queen and China, after years of attempting to settle this loan finally went to the World Court to force repayment. Every time the settlement was arranged the $$$ would disappear or the settlement never took place. In order to arrest those who continue to evade payment, INTERPOL being tied to the World Court, has been given the authority to search and sieze assets and arrest the perpetrators.

Buraq 08 – I did not read it that way. Rather, the gentleman who enabled the jihadist to get on the plane w/o a passport may have been an Indonesian.
It has been reported that when Britian received notice that the father of this jihadist alerted their people they took the necessary precautions immediately. Laura Rozen over at Politico confirmed Saturday that DHS and State received the same notice and only placed him on the TIDE list which is a sub list of over 550,000 names. Now, ask yourself, why would Britian take immediate action and place this jihadist on their no fly list BUT DHS nor State did? Why?
Secondly, when this jihadist applied for a temporary visa in Britian to attend a class they refused him access to the country BECAUSE HE MADE UP THE CLASS. Now, we are suppose to believe that British intelligence shares information with American intelligence, right? So let’s assume they did. Again, why on earth did this jihadist never rise to the American no-fly list? Something is not adding up. So, Story being deep into this entire scandal has posited a theory which another individual has supported.
All I know is that 0 is off golfing somewhere in Hawaii and wasn’t told about this near catastrophe for three hours, and when he was it took him another ful 72 hours to respond. Then Janie gets on the air on Sunday morning and says all went well…move along…nothing to see here…and then back tracks the next morning.
Do I believe DHS and/or State purposely arranged or knew of this attack? Lord, I do not have a crystal ball and therefore would not make such a claim w/o strong, and I mean strong evidence to back it up.
However, Story reporting on financial events here in the US for many a year is positing such a theory but he’s not claiming it to be confirmed. When he confirms a theory he writes CONFIRMED.

NancyDrew – my guess is the World Court. No President would extend such power to a world body unless his or her hands were tied. I believe he’s been backed into a corner due to the sabotage done to our financial health in September 2008 which has caused financial meltdowns worldwide.
Remember, the FM/FM scheme collapsed but someone with interest and a great deal of wealth had to do a run on the stock market which they did. The so called ammunition order really is not that significant as far as stopping power of the chosen rounds.
9mm and 40/caliber is average at best.
45 ACP would have sounded more impressive, and more intelligent, with more knock down power. I’m surprised.
As far as tactical carbines like the AR-15’s, the military and special ops are moving away from the 556 round, and stepping up to the more impressive 6.8 SPC round.
We just need to better prepared, and have more fire power than Janet.

On the DHS procurement of ammo, is this the same agency that files charges against their own people when they use the ammo against drug smugglers and illegal aliens??
On the EPA, they must really be worried that a citizen would want to actually use their own property to grow food or to shoot a animal that is destroying their crops. Numbers are very important, but some rounds drop too fast and do not have the same distances.
Some stay ballistic out to 1000 yards with no drop, like the 6.5 grendel from Alexander Arms.
Most Jihadists here in the U.S. will opt for an AK47, but the AK47 only has a range of 700-800 yards.
If your into self defense, think 6.5 grendel or 6.8 SPC rounds, for a decisive advantage.

Actually I’ve been dealing with a lot of very threatening situations. All seem now to be far too coincidental and they lead to what seems to be an more than harful attack on my Mom.
For a number of weeks, almost every week, someone is trying to cripple my car. Flattening the tires with so many holes that replacement is the only solution. A few weeks ago someone stabbed the radiator three times and A/C condensor with a philps screwdriver. Two days later the radiator was replaced and I’m busy making Police Reports. Just last Wednesday, I found my car to have two flattened tires. The mechanic said one tire had four holes! Being Christmas time, there wasn’t any way of having it repaired so luckily I got it home.
Mom has been getting Radiation Treatments at a nearby hospital part of a larger Hospital system. Up to last Thursday, she had only 4 treatments left, her doctors were on vacation. She had up to then showed to be in good shape and was showing improvements all along through out the treatments. Weekly visits with the Radiaologist doctor showed everything was going well. Then came her treatment on Thursday.
When she returned from the treatment, she could hardly walk and had to sit down to rest. She wsa bent over and needed help getting into the car. Later that night aroudn 8pm she complained of not being able to breathe. We took her to Emergency and I was told she had AFIB. Not long after telling me, the Doctor didn’t want to talk to me anymore and it took days before one did.
In my family we have professionals in the Medical field and one told me that Mom’s heart was burned! Another confirmed it yesterday. But how?
All this time during all these treatments nothing bad has surfaced until Thursday. So what happened on Thursday? That’s when it’s obvious her heart was burned. The AFIB problem for Mom appears to come close in my opinion to having a heart attack. There’s a lot more but I won’t talk about it now.
From what I now see, I feel that someone purposely tried to harm her or possibly even set her up for more than harming her.
My car now has four new tires and we’ll see how long before they start flattening them again. As for Mom she isn’t out of the woods yet and had two more AFIB attacks. We’re taking this one day at a time….
Believe me when I tell you that we’re in a WH Coup and they are funding the Coup by selling us all Cocaine and Herion. I know this from the family.
