SATs were once used to determine the scholastic achievement of those being tested. Today it is being used to determine whether a student has reached the ARBITRARILY SET ACHIEVEMENT LEVEL. I have read many times in the past that the ARBITRARY level of achievement is periodically adjusted upward, or downward. When adjusted downward it allows less intelligent grads to move forward in our society.
