Why did the State of Georgia sign a $107 million contract with Dominion Voting Systems in 2019 months after Texas tested and rejected it again?

Texas tested, evaluated and rejected Dominion Voting Systems again in a report dated February 15, 2019.
Why did Eric Coomer who stated “Trump’s not gonna win. I made f*cking sure of that!” make a software change in Georgia in September 2020?
“Eric Coomer, an executive with Dominion Voting Systems, which sold the state its new election system last year for more than $100 million, said the problem has to do with the way the voting machines communicate with the underlying Android operating system. He told Totenberg a minor software change will address the issue.”
Will a Georgia recount reveal any bugs or fraud associated with Dominion?
This is a more complicated question than may be apparent.
For example, is there an embedded algorithm in the software that could manufacture votes for Biden or subtract them from Trump? A recount would also be adjusted.
Could someone(s) modify vote counts remotely?
A simple recount may not be sufficient.
