“What’s Going On? Arizona Recently Processed 673,000 Voter Identities with the Social Security Administration – 58% Had NO MATCH FOUND
In the last 10 weeks, Arizona has checked the voter registration credentials with the Social Security Administration (SSA) on 673,560 applicants.
This is a massive volume considering most States including Arizona typically process around 2,500 a month. They’ve processed more identities in the last 2 months than they’ve done in the last 9 years combined. Is someone scrubbing a database, or auditing “Federal Only” voters?
During “new voter registration” States are to verify the driver’s license number against their own MVD database. Only in situations where no driver’s license can be provided should the State check their identity through the Help America Vote Verification (HAVV) interface provided by the SSA. The 43 States that participate provide the last 4 of the SS#, the applicant’s name, and DOB. The interface responds if a match was, or was not found, if they are deceased, and so on. This entire HAVV Excel dataset can be downloaded here from the SSA.
“No Match” was found on 58% of the voters submitted by Arizona over the last 10 weeks.
A whopping 393,017 did not have a match out of the 673,560. In fact, Arizona weekly processing has one of the highest Non Match percentages in the country, typically between 50%-65%. In most other States this ratio is from 15%-25%.”

This came to Citizen Wells attention from the November 30, 2020 Arizona election hearing.
AZ state rep Kelly Townsend stated that 4,100 people voted a “federal ballot” meaning they registered without proof of US Citizenship.

Kelly Townsend sponsored HB2039 which provides for recording federal only ballots.

It appears that people were confusing the ability to register with the federal form without citizenship proof with the ability to vote. Those people include high level state officials and at least one US judge.

US SUPREME COURT JUNE 17, 2013 OPINION
“The Supreme Court held that NVRA preempts other voter registration requirements. To allow states to impose additional requirements would allow them to reject voter registrations applicants who met the federal requirements to vote, which would defeat the purpose of the Act.”

AZ SOS KEN BENNETT CREATED “TWO TIERED” VOTING SYSTEM
“Bennett created the system last year after the U.S. Supreme Court said Arizona can’t require additional identification from voters using the federal “motor-voter” form. Attorney General Tom Horne said that conflicted with state law requiring proof of citizenship.
So Arizona let people who didn’t provide ID vote just for federal races, meaning they couldn’t vote for statewide officers such as the governor or state legislators. Instead, those who registered using only the federal form were given ballots with only U.S. House of Representatives races on them.”

Apparently what SOS Bennett did was without a change to Arizona Statutes.
It was an over reaction to the Supreme Court opinion.
It was illegal and unconstitutional.
The requirements for registration are not identical to those for voting.

COVID-19 Tracker shows that several states with the highest vaccination rates like Maine, New York, and Vermont have the highest increased rate in COVID-19 cases last week.
And the state with the greatest decreased rate in COVID-19 cases was Texas.
