“The quintessential honest man, Schippers was shocked, not so much by Clinton’s actions (which he calls a far-reaching conspiracy to obstruct justice with perjury, lies, and witness tampering), but by Republican and Democratic politicians who sold out the impeachment process.

Schippers also reveals the evidence he was building against the Clinton administration regarding illegal INS actions and Chinagate, but that he was forced to drop. He reviews the successful struggle to get a full hearing in the House and the “flat-out rigged ball game” in the Senate. “In October 1996, in one of the first public accounts of this matter, former Center Senior Fellow Rosemary Jenks testified before the Senate Subcommittee on Immigration about many of the abuses surrounding the Citizenship USA program. Ms. Jenks concluded that due to pressure from the White House, and in particular the Vice President’s office, the Immigration and Naturalization Service disregarded many of the requirements of the naturalization process that ensure that only qualified immigrants with no significant criminal history may become citizens. She subsequently testified before the House immigration subcommittee on the same matter, in April 1997. Her remarks before that committee may be found at

In his new bookSellout: The Inside Story of President Clinton’s Impeachment, David P. Schippers, former Chief Counsel for the House Judiciary Committee, details his investigation of these same issues. He concludes that were he and his investigators afforded more time, it is likely the abuses of the Citizenship USA program would have been included in the list of impeachable offenses against President Clinton. Below is an excerpt from Schippers’ book, published last month by Regnery.

My staff and I agreed that we needed to focus on the Immigration and Naturalization Service (INS), which appeared to be running out of control. By the time we came to the subject, investigations by the General Accounting Office (GAO) and congressional committees had already indicated that the White House used the INS to further its political agenda. A blatant politicization of the agency took place during the 1996 presidential campaign when the White House pressured the INS into expediting its “Citizenship USA” (CUSA) program to grant citizenship to thousands of aliens that the White House counted as likely Democratic voters. To ensure maximum impact, the INS concentrated on aliens in key states — California, Florida, Illinois, New York, New Jersey, and Texas — that hold a combined 181 electoral votes, just 89 short of the total needed to win the election.

The program was placed under the direction of Vice President Al Gore. We received from the GAO a few e-mails indicating Vice President Gore’s role in the plan (which are included in Appendix A at the back of the book). He was responsible for keeping the pressure on, to make sure the aliens were pushed through by September 1, the last day to register for the presidential election.

In our investigation we uncovered a case study evidencing what is pejoratively known in political science circles as “Chicago Politics.”

Back in the early years of the twentieth century, “Hinky Dink” Kenna and “Bathouse” John Coughlin were recognized as the very models of the unsavory Chicago politician. The two once fixed an aldermanic election in Chicago’s First Ward. To do so, they imported thousands of ward heelers, friends, associates, and city workers and had them registered to vote from every building in the ward — from homes (of which there were few) to taverns and cribs (of which there were many). On Election Day the recent arrivals stopped at Hinky Dink’s tavern, picked up fifty cents, ate a free lunch, and went out to vote their consciences. Guess who won that election?

Essentially, the same tactics were used during President Clinton’s reelection in 1996. Only this time the Democrats weren’t handing out sandwiches. Instead, through CUSA, they were circumventing normal procedures for naturalizing aliens — procedures that check backgrounds and weed out criminals — and consequently they were handing out citizenship papers to questionable characters.”

“The White House wanted any applicant for citizenship to be naturalized in time to register for the November election, so the pressure on the INS was constant. On March 21 Elaine Kamarck in the Vice President’s office sent an e-mail to Farbrother saying: “THE PRESIDENT IS SICK OF THIS AND WANTS ACTION. IF NOTHING MOVES TODAY WE’LL HAVE TO TAKE SOME PRETTY DRASTIC MEASURES.” Farbrother responded, “I favor drastic measures.” If he couldn’t get what he wanted from the INS, he wrote, he would “call for heavy artillery.””

“The White House, the INS, and the Justice Department publicly denied any political motive in the CUSA program to expedite the citizenship procedure. What the United States got is undeniable:


  1. More than 75,000 new citizens who had arrest records when they applied;
  2. An additional 115,000 citizens whose fingerprints were unclassifiable for various technical reasons and were never resubmitted; and
  3. Another 61,000 people who were given citizenship with no fingerprints submitted at all.

Those numbers were developed by the accounting firm of KPMG Peat Marwick as a result of an audit of the 1996 CUSA program.

What we had here was a perfect example of the Clinton-Gore administration’s overarching political philosophy: “The ends justify the means,” coupled with “win at any cost.” It was a philosophy of governance that, as our investigations into other areas proceeded, we would find repeated again and again.”

I clicked on the link and it had been scrubbed.

I next went to the Wayback Machine and after trying different dates for copies, I discovered that the testimony was there for December 9, 2004 but not December 10, 2004.

    ………..while I agree with the rendition, I can’t help wonder if the floodgates of incoming humanity weren’t really opened much earlier……….I say this because I am thinking about the mass invasion upon the shores of America of Cubans, when Fidel Castro stole their country from them. There was THOUSANDS, and the prevailing POTUS allowed all of them refugee status. Day after day they arrived by the boatloads, Many settled in “LITTLE HAVANA” (Hialeah) Fla. Sen Rubio might be one of them. There was no rejection of any. Yet later on there was rejection of a CHILD who was ultimately returned to Cuba to grow up in the claws of a POS dictator, who finally passed after 70 years of holding the country hostage. Fidel Castro was little more than a rabid raving foaming at the mouth lunatic. I can easily see why so many Cubans decided to take their chances in America. I personally believe that this influx of refugees might well have created ,and paved the road for what is happening today. Unfortunately it has gone off the rails, and is now being misused by so called refugees who only want to take advantage of all that they can suck up for free in America. It is time that the US Army took control over the mass of humanity who are trying to invade our country ILLEGALLY. It is time that internment camps are opened, and those incarcerated made to either help maintain their camp, or face immediate deportation. All illegal entrants should face immediate deportation directly from the internment camps. Under US Army control that could happen. We cannot be a lifeboat for the world. We have a finite capacity…….if the capacity is exceeded the lifeboat sinks. For some unknown reason the liberals don’t seem to comprehend that they too are standing in the same lifeboat.

    Rep. Ralph Abraham of Louisiana came out against the separation of families on the border in a statement Tuesday, which also echoed the White House talking point that illegal immigrants who commit violent crimes also “separate” American families.

    Sen. Lamar Alexander of Tennessee said the Trump administration shuold “immediately” end the new immigration enforcement policy. “Illegal immigration is against the law but new enforcement policies have resulted in hundreds of children being separated from their parents.”

    Alexander joined 11 other Republican senators in signing a letter to Attorney General Jeff Sessions urging him to halt the family separation policy while Congress works on a permanent legislative fix.

    Michigan Rep. Justin Amash was one of the first members of Congress to denounce family separations, in May, saying that the government “shouldn’t forcibly separate a young child from a parent unless absolutely necessary” when the family is seeking asylum.

    Arizona Sen. John Boozman and Louisiana Sen. Bill Cassidy also signed the letter to Sessions urging the reversal of the family separation policy.

    Rep. Mike Coffman of Colorado said in a fiery statement Monday that “tearing children from the arms of of parents and then isolating them alone is antithetical to the America I grew up in,” and that “history won’t remember well those who support the continuation of this policy.”

    Coffman indicated he would be open to supporting Feinstein’s bill or any other “reasonable options.”

    Sen. Susan Collins denounced the separations Sunday in an interview with CBS. “What the administration has decided to do is … send a message that, if you cross the border with children, your children are going to be ripped away from you,” she said. “That is traumatizing to the children, who are innocent victims. And it is contrary to our values in this country.”

    (3/3) Second, and much more important, it is inconsistent with our American values to separate these children from their parents unless there is evidence of abuse or another very good reason. We need to fix our immigration laws, but using children is not the answer.

    Sen. Bob Corker of Tennessee joined 11 senators in urging Attorney General Sessions to “halt” the administration’s policies leading to family separation while Congress works to deliver a lasting immigration fix.

    The letter reads, in part, “We cannot support implementation of a policy that results in the categorical forced separation of minor children from their parents.”

    Rep. Ryan Costello of Pennsylvania said he is “deeply disturbed by children being separated from their parents.” In a statement Tuesday afternoon, the said the Trump administration “owns this policy and it is offensive that they are trying to shift blame to others.”

    Texas Sen. Ted Cruz introduced “emergency legislation” Monday requiring border agents to detain families together in temporary shelters, ending unnecessary separations. Cruz offered the bill as an alternative to the Democratic bill, which he criticized as a “returning to the failed policy” of “catch and release” under past administrations.

    “All Americans are rightly horrified by the images we are seeing on the news, children in tears pulled away from their mothers and fathers,” Cruz said. “This must stop. Now.”

    Rep. John Curtis of Utah said, “I do not believe that separating families is consistent with who we are as a country” in a statement released Monday.

    Sen. Steve Daines of Montana followed the vocal opposition of his state’s Democratic Sen. Jon Tester with a statement Monday criticizing the administration’s policy: “We need a solution that secures our borders, keeps families together and upholds the rule of law,” Daines said. “I believe we can do so without separating children from their parents as a default policy.”

    Illinois Rep. Rodney Davis told people in his district Monday that DHS should “absolutely not” be separating children from their parents on the southern border. He also criticized Democrats, saying it is “tragic” that “we are not getting any help from the Democrats” on an immigration bill set to be voted on in the House this week.

    Sen. Jeff Flake of Arizona joined Collins in writing a letter to the Department of Homeland Security raising concerns about the humanitarian impacts of separating families and noting “the well-being of young children is at stake.”

    Flake also thanked former first lady Laura Bush in a tweet for her scathing critique of family separation in a Washington Post op-ed:

    Colorado Sen. Cory Gardner signed a letter along with Corker and 10 other senators urging Attorney General Sessions to halt the current family separation policies.

    Montana Rep. Greg Gianforte said through a spokesman that he finds it “troubling that any child is separated from his or her parents.” Gianforte “supports reforming the process to ensure children are safe, secure and taken care of,” according to his communications director, Travis Hall.

    Rep. Kay Granger of Texas released a statement Tuesday afternoon seeking “a better way to secure our borders,” adding that the children being separated from their parents “did not make the choice to cross the border and shouldn’t be punished for it.”

    Iowa Sen. Chuck Grassleytweeted that he wants to “stop the separation of families at the border” through Congressional action, but did not call on the Trump administration to end its current policy.

    Rep. Andy Harris, the lone Republican member of Maryland’s congressional delegation, said in a statement he was working with colleagues to “increase the number of family facilities at the border, so immigration officials can keep families together.”

    Utah Sen. Orrin Hatch released a cautiously worded criticism of the family separation policy, saying he “wholeheartedly agree[s] with the President’s comments that a policy that leads to separating children from their families is wrong.” Trump has criticized the policy while falsely claiming it was a Democratic policy required by law, rather than his own administration’s choice.

    Hatch signed a letter to Sessions calling for a pause on family separations until Congress has time to pass a legislative fix.

    Sen. Dean Heller of Nevada was one of 12 Republican senators who signed a letter to Attorney General Sessions urging him to reverse the family separation policy.

    Rep. Bill Huizenga of Michigan said “what is happening at the border is heartbreaking” and committed to finding “a humane solution that ends automatic separations and keeps families together.”

    Texas Rep. Will Hurd, who visited a temporary “tent city” for separated migrant children over the weekend, said family separation is a “terribly policy” and “we should not use children as a deterrent, plain and simple.”

    New York Rep. Peter King said “the policy of taking kids from parents must be ended” while noting that asylum provisions are “too often abused.”

    Illinois Rep. Adam Kinzinger said in a tweet Tuesday “the practice of splitting children from their families must end … I’m alarmed by the reports & would support a stand alone to fix this issue now.”

    Sen. James Lankford of Oklahoma said, “I disagree with the administration’s policy of separating families.” He also swatted down the administration’s claims that the separation policy is required by federal immigration law, noting that the law “doesn’t have to be enforced this way due to prosecutorial discretion.”

    New Jersey Rep. Frank LoBiondosaid Friday he supports a specific provision in a House immigration bill that would “prevent separation of parents [and] children at the border,” and hopes there is “strong bipartisan agreement to ensure it becomes law.”

    Rep. Mia Love of Utah said the family separation policy is “horrible” and carries personal significance as the daughter of Haitian immigrants.

    “You can see these children, these innocent children, being ripped from their families,” Love said. “It’s absolutely terrible.”

    Arizona Sen. John McCain called family separation an “affront to the decency of the American people, and contrary to principles and values upon which our nation was founded.”

    Like Lankford and others, McCain contradicted the administration’s claims that only Congress has the authority to rescind the policy.

    Kansas Sen. Jerry Moran said Tuesday afternoon he opposes the policy whereby “children are being forcibly separated from their parents.”

    “Our country must make the well-being of these children a priority. We can find appropriate ways to secure our borders and deter illegal immigration in a moral way that honors our values as Americans,” Moran said in a tweet.

    Alaska Sen. Lisa Murkowski on Monday afternoon called the separation of families at the border “cruel,” “tragic” and “not consistent with our values.”

    “The thousands of children taken from their parents and families must be reunited as quickly as possible and treated humanely while immigration proceedings are pending.”

    Mississippi Rep. Steven Palazzo said Tuesday afternoon that “there is no law requiring separation of families at the border,” contradicting one of the Trump administration’s talking points.

    Palazzo said “there should be a solution” to the problem of migrant family separation but also said the situation has been “created by years of liberal policies that lead illegal immigrants to believe they can freely stroll through our borders.”

    Maine Rep. Bruce Poliquin told a woman recording him in an airport Tuesday that “we want children to stay with their parents.”

    Ohio Sen. Rob Portman said Tuesday the Trump administration “should change course immediately and keep families together while their cases are expedited.” If it doesn’t, Portman said “Congress should act quickly on a legislative solution and I’m working with my colleagues to do so.”

    Sen. Pat Roberts of Kansas tweeted Monday that he supports “enforcing our immigration laws” but is “against using parental separation as a deterrent to illegal immigration.”

    “My concern, first and foremost, is the protection of the children,” Roberts said.

    Retiring Florida Rep. Ileana Ros-Lehtinentweeted Monday that “President Trump has chosen to implement this policy and he can put an end to it but he chooses not to do so and instead blames others.”

    House Speaker Paul D. Ryan told reporters Monday “we don’t want kids separated from their parents,” but did not call on the administration to rescind the policy. He echoed the White House message that ending family separation requires congressional action, a point contested by some of his Republican colleagues.

    Rep. Peter Roskam of Illinois was one of the first Republicans to condemn the policy, urging the DOJ and DHS to reverse the policy in a statement released last Thursday.

    “The events unfolding at our nation’s borders are heartbreaking. Being forcibly separated from a child is a parent’s worst nightmare,” Roskam said. “While I believe we have a responsibility to secure our borders, I also believe that how we treat strangers reflects the moral values this country was founded on.”

    Florida Sen. Marco Rubio said Tuesday that “detaining parents is cruel because it separates families.” He advocated Congress passing a law, co-written with Texas Sen. John Cornyn, that would allow DHS to hold families together rather than separating or releasing them.

    Sen. Ben Sasse of Nebraska condemned the separation policy as “wicked” in a lengthy Facebook post Monday morning. He also firmly placed blame on the Trump administration: “The administration’s decision to separate families is a new, discretionary choice.”

    Rep. David Schweikert of Arizona said “I can’t see ever breaking up a family unit,” and “I believe the policy needs to be changed.”

    Sen. Tim Scott of South Carolina said Tuesday afternoon he “[does] not support a policy of categorically separating children from their parents at the border.” Scott called on Congress to find a solution, adding “we can and must do better.”

    Rep. Chris Smith of New Jersey said “the policy of separating families at the U.S. border is wrong and needs to be immediately reversed” in a statement released last Friday.

    North Carolina Sen. Thom Tillis said in a tweet Monday “we should not be separating children migrants from their families.” He added that Congress can “take action to provide better long-term certainty and consistency” on the immigration issue.

    Michigan Rep. Fred Upton said in a statement on the family separation policy Monday that it is “time for this ugly and inhumane practice to end. Now.”

    Rep. Jackie Walorski of Indianasaid the policy “fails to live up to our American ideals of respect and human dignity.”

    Rep. Mimi Walters of California said, “as a mother, I strongly oppose the separation of children from their parents at the border.”

    “This action does not reflect our Nation’s values and I will support efforts to stop this practice. We can strengthen our borders while keeping families together,” Walters said.

    Rep. Kevin Yoder demanded Attorney General Jeff Sessions “halt the practice of family separation immediately” in a statement Monday. He said being separated from the parents “takes a lasting, and sometimes even irreversible toll on the child’s well being.”

    Iowa Rep. David Young of Kansas has said Congress should act to keep migrant families together. “Iowans sent me to Congress to represent their values and those don’t include separating families at the border,” Young tweeted Tuesday.

  20. I do not understand how living in a country with its democracy established over 200 years ago, and now, for the first time in history, suddenly we have one of our former presidents set up a group called “Organizing for Action” (OFA).
    OFA is 30,000+ strong and working to disrupt everything that our current president’s administration is trying to do. This organization goes against our Democracy, and it is an operation that will destroy our way of governing. It goes against our Constitution, our laws, and the processes established over 200 years ago. If it is allowed to proceed then we will be living in chaos very much like third world countries are run. What good is it to have an established government if it is not going to be respected and allowed to follow our laws?

    If you had an army some 30,000 strong and a court system stacked over the decades with judges who would allow you to break the laws, how much damage could you do to a country? We are about to find out in America!

    Our ex-president said he was going to stay involved through community organizing and speak out on the issues and that appears to be one post-administration promise he intends to keep. He has moved many of his administration’s top dogs over to Organizing for Action.

    OFA is behind the strategic and tactical implementation of the resistance to the Trump Administration that we are seeing across America, and politically active courts are providing the leverage for this revolution.

    OFA is dedicated to organizing communities for “progressive” change. Its issues are gun control, socialist healthcare, abortion, sexual equality, climate change, and of course, immigration reform.

    OFA members were propped up by the ex-president’s message from the shadows: “Organizing is the building block of everything great we have accomplished Organizers around the country are fighting for change in their communities and OFA is one of the groups on the front lines. Commit to this work in 2017 and beyond.”

    OFA’s website says it obtained its “digital” assets from the ex-president’s re-election effort and that he inspired the movement. In short, it is the shadow government organization aimed at resisting and tearing down the Constitutional Republic we know as AMERICA.

    Paul Sperry, writing for the New York Post, says, “The OFA will fight President Donald Trump at every turn of his presidency and the ex-president will command them from a bunker less than two miles from the White House.”

    Sperry writes that, “The ex-president is setting up a shadow government to sabotage the Trump administration through a network of non-profits led by OFA, which is growing its war chest (more than $40 million) and has some 250 offices nationwide. The OFA IRS filings, according to Sperry, indicate that the OFA has 32,525 (and growing) volunteers nationwide. The ex-president and his wife will oversee the operation from their home/ office in Washington DC.

    Think about how this works.. For example: Trump issues an immigration executive order; the OFA signals for protests and statements from pro-immigrant groups; the ACLU lawyers file lawsuits in jurisdictions where activist judges obstruct the laws; volunteers are called to protest at airports and Congressional town hall meetings; the leftist media springs to action in support of these activities; the twitter sphere lights up with social media; and violence follows. All of this happens from the ex-president’s signal that he is heartened by the protests.

    If Barack Obama did not do enough to destroy this country in the 8 years he was in office, it appears his future plans are to destroy the foundation on which this country has operated on for the last 241 years.

    If this does not scare you, then we are in worse trouble than you know.

    So, do your part. You have read it, so at least pass this on so others will know what we are up against. We are losing our country and we are so compliant. We are becoming a “PERFECT TARGET” for our enemy!

    ………the sort of involvement of either a past POTUS or a citizen is generally referred to as INSURRECTION. CAIR tried the same thing in EGYPT about 8 years ago. Most of those involved are now either DEAD, STILL IMPRISONED, and a handful are now FUGITIVES who will spend the rest of their lives constantly looking over their shoulder. Their BS earned them virtual TOTAL FAILURE. Their leader was briefly the leader of Egypt. He was sentenced to death and has yet to be executed.
    This demands all the more that Barry Soetoro be proven once and for all WHO, AND WHAT HE TRUTHFULLY IS. Since the liberal left are unable to deal with reality perhaps it is time to toss a nuclear bomb into their discordant, and otherwise deviant, and twisted fantasy world.

    ……..our SCOTUS has allowed every state to collect sales tax upon online retail sales. This will now stifle online sales and eventually lead to a large unemployment figure, as one by one the many LARGE retailers go bankrupt. In many instances ONLINE sales is the ONLY THING keeping many retailers solvent. Often their net profits are measured in tenths of a cent. So the know it alls at the SCOTUS have now fired torpedos at many big name retailers resultant of the sales tax ruling today. This will finish off many companies that are hanging only by a thread. This is companies like Sears and Roebuck, JC Penny Stores, Kohls, and a long list of others, all of whom will be putting employees on the street if they fail.
    Little by little America is DETERIORATING as a result of incompetence in our alleged leadership, and our so called SCOTUS…….who of late have rendered some really questionable rulings. It appears that even they in their SO SUPERIOR EDUCATIONS, and VIRTUES, are incapable of seeing reality. All of America will be affected by their ruling, and we now take one more step towards PERSONAL, AND FINANCIAL OBLIVION.

I sometimes disagreed with his viewpoints, but because it was Charles Krauthammer I always allowed him the full latitude of his point. I admired him because he believed as I do, SAY WHAT YOU THINK. He was verbally eloquent, but always expressed himself very well. I always wished that I had the command of grammar that he possessed.

Such a piece of SICK, TWISTED, IMMORAL publishing is obviously the work of somebody who is employed by Time Magazine. This magazine editor has knowingly LIED to the readers, and subscribers of his magazine, in what appears to be a DELIBERATELY INTENDED sick, and twisted portrayal of the President of the United States. Fortunately I am not a subscriber to such a LYING LOAD OF MANURE……..and now I will no longer even be a reader of such a LOAD OF MANURE. Some how we have got to take complete control of all state governments and federal and rid us of the TRAITOR republicans. I think if we end up in civil unrest the liberal governors, and mayors will be arrested and replaced.     ………..if he waited until he is re elected it would probably improve his chances of success. There are thousands of people who Lil Barry Soetoro appointed to public positions who would have to be replaced simply because their appointment by him is LEGALLY INVALID. This includes TWO people at the SCOTUS. I have for a long time hoped that he will bring the US military into acting, because while this has never happened in our society, and allegedly is forbidden…….but that doesn’t mean that it CAN’T be done. There would also be a huge number of illegally appointed US District Court judges who would have to be removed from the bench as well. In short the entire process would plunge America into one hell of mess, but we are slowly heading in that direction anyway, and the longer we wait the worse the problem will be to fix. Few people understand the magnitude of what really happened to America when the bastard was elected. That is when our Constitutional crisis began, and our alleged leaders are senselessly flailing around in the resultant septic tank which our federal government has become . It will NOT BE an easy fix, and I have a gut feeling that blood will run in every gutter in America when the fix begins. America has become seriously divided, which will make it far more difficult for any meaningful correction………..I am not even sure that the Constitutional crisis we are in CAN ever be overcome…….it has gone for too long, and much too far. As long as the illegal presidency of Barry Soetoro is allowed to stand as legally valid the Constitutional crisis will continue.
